Chandler Macleod is seeking an experienced  Technical Business Analyst to support a major Federal Government data and analytics transformation program. This is an exciting opportunity for a senior business analyst with strong technical capability to lead requirements gathering, stakeholder engagement, and solution design activities across a large-scale enterprise environment.

Working at the intersection of business and technology, you will play a key role in delivering data-driven outcomes that support strategic decision-making and organisational transformation.

Contract Details
  • 12-month contract
  • Full-time opportunity (37.5 hours per week)
  • Hybrid working arrangements available
    • Minimum 3 days per week in the office
    • Flexible arrangements available for remaining days
  • Must be able to obtain a Baseline Security Clearance
About the Role The Technical Business Analyst operates under broad direction and is responsible for undertaking complex analysis activities while providing leadership across a significant data and analytics transformation program.
You will work closely with business stakeholders, architects, delivery teams, vendors, and technical specialists to define requirements, document business processes, analyse complex data environments, and ensure solutions are aligned with both strategic objectives and operational needs.
This role requires an individual who can effectively bridge the gap between business and technical teams while contributing to the successful delivery of modern data, reporting, and analytics solutions.

Key Responsibilities
  • Lead the development of business and technical requirements aligned with program objectives.
  • Facilitate workshops, stakeholder consultations, and discovery activities.
  • Elicit, analyse, and document business requirements, process maps, and data flows.
  • Develop current-state and future-state process models.
  • Translate business needs into technical requirements and solution specifications.
  • Establish and maintain requirements traceability across project deliverables.
  • Review and assess solution designs to ensure alignment with business outcomes.
  • Support the design and implementation of enterprise data and analytics solutions.
  • Collaborate with internal teams, vendors, architects, and delivery partners to drive successful outcomes.
  • Contribute to program planning, governance, and continuous improvement activities.
About You To be successful in this role, you will demonstrate:
  • Extensive experience leading business and technical requirements activities within complex data and analytics programs.
  • Strong understanding of data platforms, analytics environments, and enterprise data ecosystems.
  • Experience documenting complex business processes, data models, system interactions, and data flows.
  • Ability to translate complex business requirements into practical technical solutions.
  • Excellent stakeholder engagement and communication skills.
  • Strong analytical, problem-solving, and critical-thinking capabilities.
  • Experience working across multidisciplinary teams and managing competing priorities.
  • Ability to provide leadership and guidance while delivering outcomes in complex delivery environments.
Essential Experience
  • Demonstrated expertise leading requirements definition within large-scale data and analytics initiatives.
  • Experience supporting cloud-based data platforms and analytics solutions.
  • Understanding of:
    • Data architecture
    • Data modelling
    • ETL processes
    • Data governance
    • Data security frameworks
  • Proven experience documenting business processes, workflows, and technical requirements.
  • Strong capability across:
    • JIRA
    • Confluence
    • Visio
    • Microsoft Excel
    • Microsoft Word
    • Microsoft PowerPoint
Highly Desirable
  • Experience working in complex multi-vendor environments.
  • Experience navigating large-scale integrated technology landscapes.
  • Experience facilitating Agile ceremonies or performing Scrum-related responsibilities.
  • Exposure to enterprise reporting, analytics, and data management platforms.
  • Experience with tools such as SAS Viya or similar analytics platforms.
  • Technical capability in SQL, Python, or similar data analysis technologies.
  • Experience supporting enterprise data transformation or modernisation initiatives.
Security Requirements
  • Must be able to obtain and maintain a Baseline Security Clearance.
