Senior Project Manager – Capital Works
Narre Warren, VIC
$900 per day
6-month contract

We are seeking an experienced Senior Project Manager to lead a high-impact service improvement initiative within a Local Government environment.
This role will drive the design, implementation, and embedding of a 4-year Capital Works Planning Framework, shifting the organisation from an annual planning approach to a structured, multi-year model.
This is a critical role requiring strong stakeholder engagement across infrastructure, capital works, and governance functions, with a focus on aligning strategic outcomes to long-term infrastructure investment and planning.

Key Responsibilities
  • Lead delivery of a high-impact initiative to establish a 4-Year Capital Works Program framework
  • Design, test, and embed a multi-year capital planning model aligned to the integrated strategic planning framework
  • Transition the organisation from annual capital planning to a structured, forward-looking approach
  • Improve visibility of future commitments and strengthen prioritisation across programs
  • Translate strategic objectives into a practical, organisation-wide planning framework
  • Manage complex stakeholder relationships across infrastructure, delivery, and governance functions
  • Deliver outcomes within a complex governance environment using an agile, staged approach
  • Develop and validate a “working model” using real data, evolving it into a repeatable framework
About You
  • Demonstrated experience delivering complex capital works or infrastructure programs
  • Strong background in project management within Local Government or similar environments
  • Proven ability to lead strategic planning and service improvement initiatives
  • Experience managing complex stakeholder environments and governance frameworks
  • Track record delivering outcomes using agile or staged project methodologies
  • Strong analytical capability with experience working with planning data and frameworks
This is a unique opportunity to drive meaningful, long-term change and leave a lasting impact within a progressive Council environment.

Please note: only shortlisted candidates will be contacted.
