This is a hands‑on, delivery‑focused role for a procurement practitioner who is comfortable owning the full procurement lifecycle — from preparing documentation and issuing to market, through to coordinating evaluations and supporting contract award.
Key Responsibilities
- Manage the full end‑to‑end procurement lifecycle for capital works and construction projects
- Prepare procurement documentation including approach‑to‑market strategies, tender documents, specifications and evaluation plans
- Issue RFQs, RFTs and EOIs to market and manage tender communications
- Coordinate and facilitate the assessment of submissions using electronic evaluation software
- Lead multiple capital works procurements concurrently, from planning through to contract award
- Provide practical, expert procurement advice to internal stakeholders and project teams
- Ensure compliance with the NSW Local Government Act 1993, probity requirements and procurement procedures
- Liaise with internal legal advisers on contractual and commercial matters
- Ensure accurate record‑keeping in contract management systems and document repositories
Essential Requirements
- Tertiary qualifications in Business, Procurement & Supply Chain Management or a related discipline (or equivalent experience)
- Demonstrated hands‑on, end‑to‑end procurement experience in a public sector environment
- Proven experience preparing and issuing capital works / civil construction tender documentation
- Strong experience coordinating tender evaluations using electronic evaluation systems
- Demonstrated ability to autonomously manage a high volume of concurrent procurements
- Familiarity with Australian Standard construction contracts in the public sector
- Excellent written communication and organisational skills
- NSW Class C Driver Licence
Desirable Experience
- Procurement experience within NSW Local Government
- Experience delivering 15+ capital works projects of varying values simultaneously
- Knowledge of NSW Government or Council e‑tendering systems
- Experience using APET tender evaluation software
- Exposure to SAP procurement systems
