Chandler Macleod is proud to have partnered with Orange City Council to recruit for a key leadership opportunity within their Development Services Division.

This is an exciting opportunity to lead a high-performing team responsible for construction regulation, sustainability, compliance, and environmental services across the orange community. As Manager Building & Environment, you will play a critical role in ensuring safe, sustainable and high-quality outcomes, while supporting Council to meet its legislative and strategic objectives.

About the Role

Reporting to the Director Development Services, you will lead and coordinate Council’s construction regulation and sustainability programs, including certification, inspections, compliance, drainage services, sustainability initiatives, and cemetery operations.
You will provide strategic leadership across the section, ensuring effective service delivery, strong governance, and continuous improvement, while fostering a positive and high-performing team culture.

Key Responsibilities
  • Lead the delivery of construction regulation, sustainability, drainage and related services
  • Ensure compliance with legislation, regulations, and Council policies
  • Oversee certification, approvals, fire safety compliance and drainage services
  • Provide advice and guidance on complex building and compliance matters
  • Manage stakeholder relationships across community, government and industry
  • Drive continuous improvement across systems, policies and service delivery
  • Lead, mentor and develop a multidisciplinary team
  • Manage operational budgets and support financial performance
  • Prepare high-level reports, proposals and presentations to Council and senior leadership
  • Oversee cemetery operations and implementation of conservation strategies
About You

You are a confident and collaborative leader with strong technical knowledge in building and compliance, paired with the ability to think strategically and drive outcomes.

Skills and Experience
  • Extensive experience in a similar leadership role
  • Strong knowledge of local government, construction regulation and compliance
  • Proven leadership skills with experience developing and mentoring teams
  • High-level communication and stakeholder engagement skills
  • Strong negotiation, problem-solving and influencing capability
  • Demonstrated experience in budgeting and financial management
  • Ability to interpret relevant legislation and apply it effectively
  • Commitment to continuous improvement and innovation
  • High level of organisation, planning and attention to detail
  • Strong technical and computer literacy
Essential Requirements
  • Tertiary qualifications in Building or a related discipline
  • Accreditation (or eligibility) under Building Commission NSW – Minimum Building Surveyor (Unrestricted)
  • Current Class C Driver’s Licence
  • Satisfactory Criminal Record Check
