Purpose of the Role
The Learning Design Specialist is responsible for designing and developing engaging, high‑quality learning content delivered through blended learning approaches. The role works closely with internal clients, strategy teams and industry stakeholders to ensure learning solutions meet business needs, adult learning principles, and relevant regulatory and compliance requirements across both soft and technical skill areas.

Key Responsibilities
  • Design and develop high‑quality learning programs and course content aligned to client and business needs
  • Consult with stakeholders to identify learning outcomes, delivery methods, and regulatory or legislative requirements
  • Develop Learning and Assessment Strategies (LAS), storyboards and supporting learning artefacts for diverse audiences
  • Create assessment tools that appropriately measure learner knowledge and skills
  • Ensure all learning artefacts comply with agreed standards, regulatory frameworks, and where applicable VET/RTO standards
Duties
  • Create supporting learning materials including videos, audio, simulations, work instructions, guides, role plays, games and interactive activities
  • Build engaging learning exercises that enhance learner experience and outcomes
  • Conduct functional task analysis and risk‑based training needs analysis where required
  • Work collaboratively with internal teams, external suppliers and industry bodies to ensure technical accuracy and compliance
  • Manage multiple learning design deliverables within tight timeframes while maintaining quality and consistency
Experience Needed
  • Proven experience designing, developing, implementing and evaluating learning programs and artefacts
  • Background in education or previous experience with TfNSW training materials
  • Previous experience working within an instructional design or learning design team
  • Strong knowledge of the Standards for RTOs 2015 and regulatory compliance requirements
  • Experience using a wide range of learning creation tools and corporate systems
  • Certificate IV in Training and Assessment (TAE40116) or equivalent, or demonstrated equivalent relevant experience
