An opportunity exists for an experienced and motivated Business Analyst(Non I.T) to contribute to the delivery of strategic initiatives within a complex and dynamic State Government environment.

The role is responsible for providing high-level business analysis expertise to support organisational priorities, improve service delivery, and ensure alignment with strategic and operational objectives. The successful candidate will work collaboratively with internal and external stakeholders to identify, analyse and develop effective business solutions.

Key Responsibilities

  • Contribute to the successful delivery of initiatives by translating business needs into clearly defined requirements and supporting implementation and change activities
  • Undertake comprehensive business analysis activities, including requirements planning, elicitation, documentation, validation and management
  • Support the development of strategic roadmaps to enable the incremental delivery of long-term organisational outcomes
  • Plan, facilitate and lead workshops, meetings and stakeholder consultations to identify business needs and inform solution development
  • Conduct research and high-level analysis of emerging trends, innovations and best practice to inform decision-making and identify opportunities for improvement
  • Apply established business analysis methodologies to support initiative planning, process improvement and work effort estimation
  • Collaborate with stakeholders to scope and develop concept proposals and feasibility assessments
  • Analyse complex business issues and contribute to the development of practical and evidence-based solutions
  • Establish and maintain effective working relationships with internal and external stakeholders, including service providers and industry partners
  • Lead and promote continuous improvement practices, supporting the development of a high-performing and collaborative team environment
  • Undertake other duties as required in line with organisational priorities
Selection Criteria

To be considered for this role, applicants must demonstrate:
  1. Extensive experience in business analysis within a mid-tier organisation or similarly complex and changing environment
  2. Proven experience applying strategic business analysis methodologies to support effective decision-making, optimise value and ensure alignment with organisational objectives
  3. Demonstrated capability in evaluating program and project performance, embedding continuous improvement practices, and contributing to a high-performance culture
  4. Highly developed interpersonal and communication skills, with the ability to engage, influence and build effective relationships with a diverse range of stakeholders
  5. Advanced analytical and problem-solving skills, including the ability to assess complex issues and develop clear, actionable recommendations
Please note we are seeking a candidate with ‘Business’ Analyst experience to focus on governance and performance management frameworks and not a technical or digital transformation background.

This position is offered on a 9 month temporary basis.
