The Opportunity
Reporting to the Director Engineering, the Manager – Infrastructure Delivery will provide enterprise-level leadership across the planning, governance, and delivery of Council’s capital works portfolio. The role carries end-to-end accountability for performance, safety, quality, and value-for-money outcomes across a diverse infrastructure program.
The Infrastructure Delivery unit provides specialist capability across portfolio and change management, project and program management, civil design, procurement and contract management, survey and GIS, in-house construction delivery, quarry operations, and emergency response—enabling Council to deliver critical infrastructure efficiently and sustainably.
Key Accountabilities
- Partner with the Executive Leadership Team to develop, prioritise, and deliver Council’s capital works portfolio in alignment with strategic and community objectives
- Provide oversight of the full project lifecycle, from concept development through to commissioning and handover
- Establish and continuously improve portfolio, program, project, and contract management frameworks and decision-making
- Lead robust governance across risk, cost, schedule, quality, safety, and environmental performance
- Provide executive-level oversight of procurement and contract management, ensuring compliance, probity, and sustainable procurement practices
- Lead emergency response and disaster recovery activities as required
- Oversee Council’s excavated material management, and construction quality assurance
- Lead the Infrastructure Delivery unit to provide reliable, high-quality expertise and services to the rest of the organisation
You are a credible and experienced infrastructure leader with a strong track record delivering complex capital programs within large, multi-disciplinary environments. You bring commercial acumen, technical depth, astuteness in managing sensitive issues, and the ability to lead high-performing service-focused teams through change and growth.
You will bring:
- A degree in Engineering, Project Management, Procurement, or a related discipline
- Demonstrated success delivering large-scale civil infrastructure projects, including roads, bridges, buildings, stormwater, water supply, and wastewater
- Strong expertise in portfolio prioritisation, project governance, contract administration, and commercial management
- Highly developed strategic, analytical, and problem-solving capability
- Proven people leadership experience, with the ability to align diverse teams to clear objectives and deliver measurable outcomes
- Current Class C Driver’s Licence
- Project Management certification
- Postgraduate qualifications in Management and/or Leadership
- Commencement salary: $173,320 + 12% superannuation, with annual performance‑based progressions and bonuses up to a maximum of $196,954
