Cheltenham | Full-Time Contract | $65 per hour + Super

A local government organisation is seeking an experienced Head of PMO and Capital Planning
to join their team on a short-term contract. This is a strategic leadership role responsible for strengthening project management capability across a diverse capital works portfolio.
Working within the Project Management Office (PMO), you will lead the development and implementation of the organisation’s Capital Project Management Framework, support project governance and performance, and coordinate the planning of long-term capital programs.
Key Responsibilities
• Lead the design, implementation and ongoing management of the Capital Project Management Framework (PMF)
• Drive project management capability and maturity across the organisation
• Provide strategic advice on capital projects that are off-track, over budget, or facing delivery challenges
• Develop and maintain capital portfolio reporting and dashboards for senior leadership
• Coordinate and manage the capital project bid intake, evaluation and prioritisation process
• Support the development of Council’s long-term Capital Program (5, 10 and 20 year planning)
• Work closely with the Corporate Finance team to support capital budgeting and financial planning
• Lead continuous improvement initiatives across project management practices
About You
• Tertiary qualification in Project Management or a related discipline
• Industry certifications such as PRINCE2, PMP, P3O or equivalent highly regarded
• Strong experience working within or alongside a Project Management Office (PMO)
• Experience supporting infrastructure or capital works projects
• Demonstrated experience developing project frameworks, governance and reporting structures
• Strong stakeholder engagement and leadership skills
• Ability to analyse project performance and provide strategic recommendations
Previous local government experience will be highly regarded but is not essential.
