About the Role
The organisation is seeking a suitably qualified Procurement Services Manager to lead the update and implementation of procurement activities, ensuring compliance with the Commonwealth Procurement Rules and delivering value for money. The role requires a strategic approach to procurement management, strong relationship-building skills, and the ability to drive efficiency and innovation in procurement practices.
Responsibilities include updating and developing internal policies, templates, and guidance materials. As part of a small team, the role will also provide support and backup across other service delivery areas, including finance functions.
Key Responsibilities:
- Develop and implement procurement strategies that align with PSR's strategic objectives.
- Lead and manage end-to-end procurement processes, including planning, tendering, contract negotiation, and management.
- Ensure compliance with government procurement policies, procedures, and legal requirements.
- Identify opportunities for cost savings and process improvements and implement best practices in procurement.
- Manage relationships with key suppliers (as appropriate) and stakeholders to foster effective partnerships and address any performance issues.
- Support the conduct of risk assessments and identify any mitigation strategies to manage procurement risks effectively.
- Provide expert advice and guidance to agency staff on procurement matters, including training on procurement policies and processes.
- Prepare detailed reports and analysis on procurement activities, performance metrics, and savings achieved.
About You
- Demonstrated experience in leading and managing procurement functions within the public sector.
- Strong knowledge of government procurement policies, procedures, and relevant legislation.
- Excellent negotiation, communication, and interpersonal skills, with the ability to build and maintain relationships with key stakeholders.
- Strategic thinking and problem-solving skills, with the ability to identify innovative solutions to procurement challenges.
- Strong analytical skills with the ability to interpret data, prepare reports, and make evidence-based decisions.
- Commitment to ethical procurement practices and sustainability.
- Relevant tertiary qualifications in finance, accounting, procurement, business administration, or a related field are highly desirable.
- Professional certification in procurement is an advantage.
