Project Officer - HR Advisor

We’re seeking an experienced HR Advisor
to support the delivery of strategic workforce initiatives and reforms within a major Victorian Government division. This is an exciting opportunity to contribute to meaningful organisational change while strengthening people capability, culture, and governance.
Working closely with senior leaders and the Strategy Manager, the HR Advisor will play a key role in implementing workforce reforms, supporting organisational transitions, and embedding long-term strategic outcomes.
Key Responsibilities
- Provide practical and timely HR advice across workforce planning, recruitment, performance, and capability development.
- Support the implementation of child safety reform initiatives, contributing to a culture of inclusion, accountability, and continuous improvement.
- Assist in managing strategic HR projects that align workforce planning with major reform priorities and structural change.
- Undertake research and analysis to inform evidence-based advice on workforce and organisational matters.
- Build and maintain strong, collaborative relationships with internal and external stakeholders to support reform delivery and people outcomes.
- Model professionalism, integrity, and commitment to the Victorian Public Sector Values in all aspects of work.
You’re a proactive and solutions-focused HR professional who thrives in a dynamic, fast-paced environment. You combine strong analytical skills with sound judgement and have the confidence to manage competing priorities while maintaining high-quality service delivery.
You will bring:
- Strong understanding of HR processes, workforce planning, and organisational development within government or complex organisations.
- Demonstrated ability to apply critical thinking and problem-solving to inform advice and resolve complex workforce issues.
- Excellent communication and stakeholder engagement skills, with a collaborative and inclusive approach.
- Proven experience supporting policy, project, or reform-based HR work in alignment with government frameworks.
- A commitment to continuous improvement and innovative ways of working.
- Essential: Tertiary qualification in Human Resources, Business, or a related field.
- Desirable: Postgraduate qualification in a relevant discipline.
