Project Cost Estimation Analysts – Federal Government Agency 
Location: Canberra, ACT
Duration: 12 months (with possible 12-month extension)

A Federal Government Agency is seeking up to two experienced Project Cost Estimation Analysts (Level 3 Contractors) to support the divisions Costing Directorate. This is a rare opportunity to contribute to high-profile national capability programs by delivering cost estimation, modelling, and assurance activities on major government projects.

About the role: As part of the Strategy and Plans Branch, you will play a key role in ensuring new capability investment proposals are affordable, feasible, and deliver value for money. Working closely with project teams and senior stakeholders, you will:

  • Develop and review project cost estimation models using CCT, ACEIT, or TruePlanning.
     
  • Analyse cost risks, uncertainties, and total cost of ownership (TCO) to provide independent and evidence-based cost assurance.
     
  • Revise and update existing cost models in line with changes in project scope or requirements.
     
  • Prepare cost briefs, assurance documentation, and reports for senior decision-makers.
     
  • Mentor APS staff on costing methods, techniques, and data analysis.
     
  • Engage with stakeholders to validate assumptions, present results, and address queries.
      
What you need to succeed in this role:

  • Demonstrated experience in cost estimation using CCT, ACEIT, or TruePlanning parametric tools.
     
  • Strong knowledge of total cost of ownership (TCO) estimation.
     
  • Experience in cost estimation within the Federal Government, Security, or Estate sectors, including evaluating methodology and cost credibility.
     
  • Ability to interpret and present complex financial data to diverse audiences.
     
  • Excellent stakeholder engagement and communication skills, with a track record of supporting high-level decision-making.
  • Security Clearance: Baseline clearance required (NV1 or higher preferred).
