We are seeking multiple Program Officers (Civil)
to join a Local Council based in Sydney. This is an are 12-month contract roles starting ASAP (pending checks), offering an hourly rate of $50–$60 + super for 38 hours per week. Flexible work arrangements (hybrid/WFH) will be confirmed, with an initial preference for office attendance.
Role Overview
As a Program Officer, you will assist in delivering annual capital works and infrastructure maintenance programs, ensuring high-quality outcomes for the community. This includes managing projects related to roads, footpaths, stormwater assets, traffic facilities, and structures such as bridges and walls.
Key Responsibilities
- Coordinate with internal and external stakeholders to deliver projects on time and within budget.
- Issue works to contractors and manage approximately 30 smaller projects or one large project.
- Conduct audits, inspections, and compliance checks on contractor work.
- Validate claims and metrics (not approving payments).
- Prepare tender documents and evaluate contracts for goods and services.
- Identify and mitigate project risks related to time, cost, quality, and safety.
- Ensure effective communication of project scope and status to stakeholders.
Essential Skills & Experience
- Degree or Diploma in Civil Engineering, Project Management, Contract Management, or equivalent experience/trade qualification.
- Demonstrated experience in civil works delivery and project lifecycle management.
- Strong stakeholder engagement and contractor management skills.
- Understanding of financial management in construction phases.
- Experience in procurement and contract performance management.
- Current NSW Class C Driver’s License.
- Ability to work independently, challenge contractors on compliance, and perform site inspections.

- One role will focus on design review, supporting the Design Manager in assessing technical designs from consultants.
- Fleet vehicles provided for site visits.
- Training and development opportunities available.
- Preferred work model: 3 days in office, 2 days WFH (initially 5 days in office for first 6 months).
