Purpose of Position
Facilitate the delivery of operational procurement activities to the business unit(s) assigned, including (but not limited to) tendering, quote generation, exemptions, review and release of purchase orders, training, reporting and general guidance/assistance.
Key accountabilities/responsibilities:
Providing management, oversight and advice on the creation and management of
(a) tender processes to assigned business unit(s).
(b) request for quotation processes, both formal and informal, to assigned business unit(s).
(c) tender/quote exemption processes to assigned business unit(s).
- Providing information, advice, training, guidance and assistance to assigned business unit(s) on procurement matters.
- Identifying strategic improvement opportunities in the purchasing process, in consultation with the Procurement Coordinator and assigned business unit(s).
- Participating in working groups or committees, with a view to furthering strategic improvement opportunities in purchasing and procurement.
- Managing vendor files, procurement/contract registers, and outstanding purchase orders in accordance with Council policies/procedures, and management directions.
- Working with Council’s contracts administration staff to ensure contractor performance issues are documented and managed, and considered as part of the procurement process.
- Ensuring actual and perceived probity on all aspects of Council’s procurement processes including facilitating the reasonable requirements and recommendations of any appointed probity officer.
- Follow policies and procedures when carrying out work to ensure risks are managed. Report all incidents, risks and issues to Management on a timely manner.
- Appropriate tertiary qualifications relevant to purchasing/procurement, and/or a minimum of 4 years of relevant work experience in a purchasing/procurement role.
- Class C Driver’s Licence. Experience
- Demonstrated experience in the preparation, administration and management of tender and contract documents.
- Experience in stakeholder management, with a focus on facilitating purchasing or project delivery outcomes.
- Demonstrated experience in identifying and responding to strategic improvement opportunities, in particular in relation to purchasing and procurement activities.
- Knowledge of Workplace Health and Safety practices and legislation, as well as the principles of Equal Employment Opportunity, ethical practice and multi-cultural diversity.
- Demonstrated ability to provide thorough and reasoned advice to both internal and external stakeholders on all aspects of procurement.
- Demonstrated understanding of project management and process mapping/improvement techniques.
- Working knowledge of the Local Government Act 1993 (and associated regulations) and its application to procurement procedures and practices.
- Knowledge of the Office of Local Government’s and ICAC’s guidelines and recommendations and best practice regarding the tendering and procurement processes.
- Previous experience working within the government and/or public sector will be highly regarded
