Asset Consent Officer (Band 5) Start: Monday, 2 March 2026
End: Friday, 8 May 2026
Hours: 38 per week, Monday to Friday
Daily Hours: 8:00am – 3:00pm
Dress Code / PPE:

Position Purpose
  • Provide advice, education and enforcement relating to Vehicle Crossover Permits and Working within the Road Reserve Permits
  • Ensure works impacting Council infrastructure comply with relevant legislation, Local Laws, standards and policies
  • Contribute to the City Presentation team in delivering consistent, high-quality services to the community

Key Responsibilities
  • Permit Advice and Compliance
  • Provide guidance on permit processes and relevant Local Laws
  • Assess applications and support compliance with Council requirements
  • Promote understanding of obligations relating to works within the road reserve

Investigations and Enforcement
  • Investigate breaches relating to Vehicle Crossing and Working within the Road Reserve Permits
  • Issue notices to comply, penalty notices and related correspondence
  • Collect evidence including site inspections, photographs and interviews
  • Prepare documentation and Briefs of Evidence where required
  • Assist with legal proceedings when necessary
  • Enforce relevant legislation, including Local Laws, the Local Government Act, Road Safety Act, Environmental Protection Act, Summary Offences Act and Road Management Act

Inspections and Site Oversight
  • Conduct inspections before, during and after construction or reinstatement works
  • Ensure compliance with approved permits, standards and specifications
  • Work with other Council departments in issuing and inspecting permits
  • Monitor contractor works to ensure compliance with Council standards

Systems and Asset Management
  • Use Council systems for workflow management, record keeping and reporting
  • Maintain accurate documentation relating to permits and compliance actions
  • Ensure compliance with Council’s Asset Management and Road Management Plans
  • Contribute to continuous improvement and effective use of technology

Inherent Physical Requirements
  • Ability to communicate clearly in person and by phone
  • Ability to read detailed documentation and computer screens
  • Capacity to walk over uneven or rough terrain to conduct inspections
  • Ability to drive to Council buildings and construction sites across the municipality

Qualifications and Experience
  • Demonstrated knowledge of Vehicle Crossing and Working within the Road Reserve Permits
  • Understanding of road, path and drainage construction principles
  • Qualification or demonstrated experience in Civil Construction
  • Ability to read and interpret construction and building plans
  • Experience monitoring contractor works for compliance

Mandatory Requirements:
  • National Criminal History Check
  • Working with Children Check
  • Current Victorian Driver Licence
  • Functional Assessment (Physio / Medical Examination)
