Our Federal Government client is seeking to engage an APS6 Youth Policy Development Officer a contract until June 2021, with potential extensions of 2X 12 months.
Position Overview
The Employer Support and Service Protection team facilitate Defence's Employer Support Payment Scheme (ESPS) and manage Reserve Service protection complaints and policy matters. This position is essential to the successful operation of the ESPS, and contribute to Defence capability by ensuring the positive and mutually beneficial relationships between Defence and the Australian business sector who employ Reservists that will enhance Defence's ability to access the shared workforce.
Duties/Role
The Youth Policy Officer position will effectively engage with stakeholders to optimise the implementation of the Youth Safety Framework and create an understanding of Youth Protection requirements. The position will be active in the delivery of Youth and Youth Protection policy and project initiatives within Youth Programs. This includes representing Directorate Youth at internal and external meetings.
Duties/Role

  • Contribute to the achievement of strategic objectives through the development and implementation of all Work Experience Program, and policy and project initiatives.
  • Provide accurate and specialist policy advice in relation to complex problems.
  • Manage Youth Safety strategic planning and policy development in relation to youth programs and youth interaction. This includes:
    o Evaluating risk assessment and risk activities within the sphere of responsibility.
    o Review and evaluate policies to ensure rigor, transparency and effectiveness of the initiatives.
    o Coordinate working groups, committees and stakeholder consultation as required.
  • Undertake administrative services and support high profile Committees such as the Joint Capability Administration Board (JCAB), Joint Capability Executive Board (JCEB), Joint Reserve and Cadet Policy (JRCPC) Committee and Enterprise Business Committee (EBC). Provide executive writing support with Senate estimates, position papers, speeches, talking points and ministerial briefs.
  • Build and maintain positive working relationships, liaise with stakeholder groups and represent at government, non-government and community forums as required.
  • Interpret Commonwealth, State and Territory legislation in support of the development, implementation, monitoring and provision of advice on the Youth Protection information across the client.
  • Lead team members and provide the day-to-day guidance to prioritise initiatives and ensure outputs are timely and of high quality. Maintain team cohesion and contribute to managing change in workplace.
  • Contribute towards the management and maintenance of the YouthHQ and Youth Safety Framework.
    Qualifications / Skills / Experience Requirements
    Experience in a youth policy and program management related role is highly desirable, particularly a role working directly with young people under 18 years. Significant experience in policy development is also highly desirable.
