Our Client has a requirement for a specialist to design, develop and deliver security training for agency.

The Diplomatic Security Division (DSD) plays a key role in the provision of security advice and support, both domestically and overseas, for the department. A core responsibility of the department is the security and safety of Australian Government personnel and their dependants overseas, the security of its diplomatic and consular posts and the safeguarding of Government information commensurate with an environment of increasing security risk. To this end, a high degree of importance is placed on the security of agency-managed posts overseas, and agency's network of domestic offices in Canberra and State/Territories.

Duties & Responsibilities:

The specialist training officer will be required to:

  • Develop innovative, relevant, diversity enabled and culturally sensitive learning solutions for agency's officers, particularly those undertaking the Diplomatic Security Officer Development Program (DSODP). Additionally, they may be required to design and develop associated training, support and instructional material for training participants.
  • Develop a handbook for Regional Security Officers (RSOs) at agency posts.
  • The training modalities that they will design and deliver should consider face to face; virtual, eLearning or blended learning options, as required and practical.
  • Undertake continual analysis and review of OTS' training curricula, particularly the DSODP training modules, to ensure training aligns with agency and DSD's objectives.
  • Develop 'training strategies' and produce 'training outcome' briefs and other high-level briefs as required, for the Executive.
  • Identify security training and capability gaps and (where possible) determine strategies to reduce these through a process of continual monitoring and refining of agency's training (particularly the DSODP) to build and enhance security capability.
  • Undertake quarterly reviews of the DSODP program to validate its effectiveness and provide regular updates in the form of briefs and minutes, to the Executive.
  • Design and deliver a Security Risk Management (SRM) course and SRM workshop, in line with the intent and requirements of the DSODP and OTS' training needs.
  • Deliver presentations to broader agency staff and aspiring RSOs to encourage interest and uptake in the DSODP training program.
  • Assist with the administrative management of the RSO network (including engaging regularly with the RSOs, facilitating monthly meetings, drafting newsletters, facilitating security briefings for relevant agency staff and other government agency officers).
  • Liaise and collaborate with a wide range of internal and external stake holders (across agency and other government agencies) to understand and refine security training needs for agency.
  • Provide other protective security training courses (as required by Director, OTS), to a range of agency and other government agency officers through various modalities (face to face; virtual etc.).
  • Perform other ad-hoc duties as directed by Director, OTS.

Skills & Experience:

  • Qualification and/or demonstrated experience in training and assessment
  • Qualification and/or demonstrated experience in Security Risk Management.
  • Strong communication skills, oral and written.
  • Previous experience in Protective Security would be desirable.
  • Experience or knowledge of the overseas security environment is desirable.
