Chandler Macleod are recruiting a Talent Development Coordinator. This a 12 month fixed term Contract with our Client in Local Government.

To lead a team in the design, implementation, delivery and evaluation of talent development programs, practices and frameworks that cultivate a values-based and inclusive workforce and uplifts capability to enable strategic directions to be achieved through people. This position makes a positive difference to Council’s people and culture through leading and delivering strategic and operational programs of work focusing on onboarding, capability development (including The Essentials, learning programs and learning library), coaching, mentoring, leadership development, early careers development, talent and succession planning, achievement planning and development and employee recognition.

Responsible for:
1. Leading and inspiring the talent development team in providing quality advice, client focused and innovative talent development services, frameworks, programs and practices across a diverse workplace.
2. Identifying current and emerging organisational-wide capability and talent development needs through undertaking research, analysis, stakeholder consultation and leveraging contemporary thinking to guide and inform talent development frameworks, programs and practices aligned to the Workforce Management Strategy.
3. Leading the design, implementation and ongoing review of the talent development strategy, capability framework and other associated frameworks and practices that build and uplifts capability aligned with the Workforce Management Strategy and strategic directions.
4. Providing strategic coordination, high level support, coaching, project management and advice on a range of talent development frameworks, programs, practices and solutions. This includes: a. Overseeing, leading and coaching the talent development team in the design, project management and delivery of best practice talent development solutions. b. Providing an advisory, reporting and support service to Directors and Managers. c. Monitoring and reporting on Council’s progress in building a diverse and talented high performing workforce including but not limited to talent potential, leadership and capability trends, talent and succession pipelines and engagement in learning.
5. Working collaboratively with and enabling partnerships and collaborations with key internal and external stakeholders in developing, implementing and evaluating best practice talent development frameworks, programs and practices that uplift organisational capability and meets strategic objective.
6. Managing the Talent Development budget including quarterly reviews and budget planning including business cases as required aligned to the delivery of portfolio and projects identified in the Workforce Management Strategy.
7. Leading and co-ordinating the design, project management and delivery of best practice leadership development, talent and capability development projects (including tools, resources and practices) aimed at building and sustaining a high performing and engaged workforce. 8. Managing, overseeing and maximising effectiveness of the learning management system (LMS), including: a. Leading the review and implementation of version upgrades in collaboration with the Information Technology department. b. Ensuring system integration with other corporate systems including Aurion human resources information system. c. Identifying and implementing opportunities for system enhancements and efficiencies to better meet business requirements including within the learning and career manager modules in consultation with Coordinator Pay, Benefits and Systems. d. Liaising, negotiating and managing the contract with the LMS software provider including any tender and procurement practices.

1. Work organisation and allocation/delegation (and decisions on daily operational work tasks) to achieve outcomes consistent with relevant policy, legislation and Award requirements.
2. Reviewing and revising work programs and related processes, with a view to making them align with best practice service delivery and/or recommend innovative ways of improving productivity consistent with position purpose and key accountabilities/responsibilities.
3. Developing and applying innovative talent development frameworks, programs and practices.
4. Work organisation to achieve business plan and individual plan outcomes.
5. Allocation of work and resources to the team.
6. Expenditure within delegated limits.
