Our Federal Government client is seeking to engage a Senior Project Officer on a contract for 6 months with potential extension.

Position Overview

The Senior Project Officer is responsible for project management of properties marked for redevelopment as part of the Growing and Renewing Public Housing program. It supports the Assistant Director, Director and Senior Director, Infrastructure Delivery, by engaging and collaborating within the immediate team and other external stakeholders to provide safe and affordable housing to the Canberra community. Depending on work allocation the Senior Project Officer may be responsible for managing projects in either design and/or construction phases.

The position works closely with various teams throughout Housing ACT to share information, ensuring the project designs meet the changing needs of Housing ACT tenants.

Building and maintaining relationships, both within Government and outside, especially with the design industry, is an important part of the position's responsibilities. We are looking for people with demonstrated influencing, negotiation and engagement capabilities and an ability to develop and use relationships and networks with internal and external stakeholders. Applying strategic engagement principles when consulting and informing the community is a key part of this role.

The Infrastructure Delivery team carries a significant workload which can change rapidly, and team members must be able to effectively manage multiple projects. Consequently, it is important that you can identify / prioritise issues and implement practical solutions, including knowing when to escalate. This role requires sound conceptual, analytical, research, and problem-solving skills.

The position occupant will be expected to adhere to administrative, financial and contractual processes and manage the design and community engagement processes ethically and with integrity. This includes maintaining accurate record keeping. The position occupant may be asked to perform administrative tasks to support the operations of the broader Infrastructure Delivery team.

Duties under limited direction:

  • Manage design (and/or construction) projects to support the GRaPH program from project inception or an agreed project delivery stage through to an agreed delivery stage, within the specified time, cost and scoping targets. This includes assisting with procurement activities.
  • Manage design and or construction contracts, and service agreements with consultants and contractors under best practice principles and within specified timeframes and budget allocation.
  • Work closely with the members of the Infrastructure Delivery team, and other internal and external stakeholders, on the design, procurement, and construction of dwellings.
  • Act as Principal's representative in the delivery of a variety of construction and design contracts.
  • Adhere to the Government's procurement processes in line with the Government Procurement Act and the Government Procurement Regulation. Exercise appropriate delegations during procurement and delivery.
  • Provide high level customer service whilst administering various processes and tasks.
  • Exercise delegations in accordance with appropriate legislation, policy and procedures.
  • Accurately monitor project financials.
  • Prepare correspondence, briefs, reports and other administrative functions.
  • Model and foster professionalism, accountability and ethical behaviour.
  • Work in accordance with, and uphold the ACT Government Respect, Equity and Diversity Framework and the Directorate's Work Health and Safety System.
  • Other duties as directed.

POSITION REQUIREMENTS (Selection Criteria)

Your suitability for this position will be assessed in three key areas:

Skills

  • Demonstrated experience in contemporary project management practices and delivering design and or construction projects including the ability to manage priorities and achieve deadlines in an environment of change and pressure.
  • Demonstrated negotiation, liaison, written and oral communication skills, including experience in preparing documents, papers and correspondence.
  • Demonstrated research, conceptual and analytical skills, and the ability to exercise sound judgement and provide timely and defensible advice to decision-makers.

Knowledge

  • Demonstrated understanding of risk management concepts, standards, methodologies and management tools in construction and design projects.
  • Knowledge of procurement for Government within the construction industry, including knowledge of Government procurement processes, or the demonstrated ability to quickly acquire this knowledge.

Behaviours

  • Proven ability to work independently and collegially as part of a team, to deliver high quality outputs under tight timelines.
  • Proven ability to work to multiple deadlines and deliver quality outputs and results under pressure.
