Primary Purpose:

The Senior GIS Analyst provides specialist services in spatial information systems to support the functions and responsibilities of the ePlanning Branch.

Key outcomes/accountabilities;

  • The position holder has a critical and challenging role in contributing to the successful operation of the ePlanning branch and delivery of its annual work program.
  • Maintain spatial databases to designated corporate standards to ensure their efficient and effective operation.
  • The position holder uses initiative and sound judgement to support the branch work program, including adherence to the department's quality management systems used for the preparation and publication of GIS data and analyses.
  • Provide specialist expertise in the manipulation and analysis of spatial data using ArcGIS software.
  • Provide GIS support and advice to the department business areas where GIS resources do not exist, and advice on GIS matters generally to other agencies and local government as required.
  • Maintain centralised spatial databases to mandated corporate standards to ensure their efficient operation and reliability
  • Produce high quality maps and reports in accordance with corporate standards.
  • Provide advanced technical advice to and 'mentoring' of planners and (as required) council staff in the use of ArcGIS at the 'Advanced' level'
  • Assist in identifying opportunities for technological development in the Department's GIS and web mapping environments
  • Assist the Team Lead to liaise with local government, industry, and other State government agencies in relation to data requests and GIS products and develops effective and innovative solutions to meet these requests.

    Challenges;
  • Ensuring that the development of the spatial data and GIS services relating to ePlanning are grounded in both an analysis of the facts and an understanding of the practical issues associated with managing the transition away from paper-based towards an online system.
  • Through a deep knowledge of GIS information and services, and a comprehensive knowledge of spatial data requirements of the planning system, influence work practices and outcomes to ensure that ePlanning initiatives are adopted as part of the broader Planning Reform program.
  • Balancing the needs of spatial data management against the demands of the broader ePlanning program of work.
  • Managing time and effort across a variety of ePlanning Projects.

    Essential requirements;
  • Appropriate tertiary qualifications or relevant experience in spatial data integration, analysis and mapping using ArcGIS.
  • Capacity to work as an active team member in a multi-disciplinary team, to produce consistently high quality work in a challenging and dynamic environment.
  • Demonstrated knowledge, understanding and practical experience of data management and supporting quality management systems.
  • An understanding of current planning reforms in NSW, including new statutory requirements for data management, access and publication and the department's ePlanning Program.
  • Demonstrated experience in effective time management, setting work priorities, and keeping appropriate work records.
