The Opportunity

Chandler Macleod is looking to engage a Senior Estimator/Quantity Surveyor for a contract term of 12 months with a well-established NSW Government department. This role will be based in Sydney Olympic Park.

Job Specification

The purpose of the position is to provide project cost estimation services for all stages of Delivery Management projects, building and maintaining competitive pricing schedule databases, and ensuring that WHS, Community and environmental issues are integrated into the development of cost plans.

This role provides expert project cost estimation services and advice to ensure that the Client is able to access market competitive costing across a significant capital works portfolio. The role contributes to innovative research and analysis of market data, working closely with suppliers and to provide a high level of cost assurance to the Client's requirements.

Key Accountabilities

  • Conduct market comparison to ensure the Client is receiving the best price.
  • Manage the pricing schedule and database.
  • Maintain up to date knowledge on local market conditions and ensure prices are current in the pricing database keeping track of performance against relevant publicly declared indices like RPI and wage inflation.
  • Assist in the development and implementation of cost estimation processes and procedures, including providing input for improvement.
  • Assist with benchmarking for cost comparison, including the use of first principles, past projects and other various sources.
  • Ensure the consideration of WHS, Community and environmental issues, where applicable, are integrated into the development of all cost plans and estimates.
  • In accordance with Sydney Water processes and procedures, and without compromising quality and safety, accurately prepare:
    • Project cost plans ensuring project scope, design/specification guidelines and timeline are considered
    • Budget estimates and business cases, and deliver in a timely manner
    • Regional Delivery Consortia pricing schedules
    • Assessment and calculation of contingency costs associated with risks and opportunities including design development, procurement and price escalation.
    • Change notices for jobs as the project scope changes
  • Analyse spreadsheets to ensure labour and material costs meet tender and project requirements.
  • Review tender costing associated with single source supply to identify anomalies in cost comparison as required.
  • Conduct regular reviews and validation of Cost Planning and estimates, highlighting potential issues with key stakeholders and the Project Manager.
  • Assist with post project reviews to verify accuracy of cost estimation and take improvement action if required.
  • Keep up to date with external best practice and ensure a demonstratable impact on improving project outcomes.

About You

To be successful in this position, you will need to have the following:

  • Tertiary qualification in Engineering, Construction Management, Construction Trades or related field, or experience deemed equivalent.
  • Quantity Surveying/ Project Estimating qualification desirable.
  • Finance or accounting qualifications desirable.
  • Proven business acumen and planning skills in project management and estimating
  • Advanced analytical and problem-solving skills coupled with an understanding of market factors and stakeholder expectations
  • Extensive experience with project estimating software systems
  • Negotiation and presentation skills to effectively deliver presentations to management
  • Influencing, negotiation and investigation skills
  • Sound analytical and mathematical skills
  • Demonstrated ability to adopt a solution focused approach and conduct thorough research to gather the facts.
  • Demonstrated ability to plan, prioritise and deliver to tight or conflicting timescales
  • Sound grasp of financial analysis and management.
  • Effective oral and written communication skills
  • High attention to detail
  • Sound financial management skills
  • Strong understanding of construction concepts
  • Ability to successfully manage multiple cost estimating projects simultaneously
  • 7+ years' experience in project management, project scheduling, and project cost estimating
  • Demonstrated experience in building and maintaining competitive pricing schedule databases
