Our Federal Government client is seeking to engage an APS6 Project Officer on a contract for 12 months with potential extension of 12 Months.

Position Overview

The project officer role will be responsible for supporting engagement and learning and development for civil-military coordination for domestic and international disaster response. In cooperation with the Client's Emergency Management Advisor, the person will be responsible for implementing a whole of government training package on the Crisis Appreciation Strategic Planning Guidelines. The officer will also support the development of an interagency learning and development framework for the high-risk weather season. An understanding of the Australian Government Crisis Management framework is desirable

Duties & Responsibilities:

  • Support the development of interagency training on the Crisis Appreciation Strategic Planning Guidelines.
  • Support the development of a civil-military learning and development framework for domestic high-risk weather season.
  • Under broad direction, undertake complex activities that align Client's engagement strategy to shape and influence external agency activities and policy formation to promote civil-military coordination.
  • Identify opportunities for engagement across government and civil society on civil-military issues.
  • Support the management of ACMC's relationships and engagement activities including advocacy and representational activities.
  • Apply expertise, knowledge and skills specific to the Directorate and recommend potential solutions to resolve a range of civil-military-police or event issues, as well as stakeholder management.
  • Build and sustain effective relationships with team members and actively participate in teamwork and group activities.
  • Identify and communicate risks, sensitivities, treatments or solutions to senior staff for their awareness or consideration.
  • Manage workflows and resources, prepare work areas and team plans detailing measurable milestones and expected outcomes.
  • Draft briefing material for senior decision makers, as well as drafting reports and other correspondence for a range of stakeholders at all levels.
  • Undertake additional tasks as directed.

Skills & Experience:

  • Experience in civil-military coordination in domestic disaster responses.
  • Experience in training and presenting to large groups.
  • Understanding of Australian Government crisis management arrangements.
  • Strong written and verbal communication skills.
  • Strong project and stakeholder management skills.
  • Solution-based approach to challenges.

Position Objective:

  • demonstrated high-level stakeholder engagement (including cross-agency), strong analytical and critical thinking skills, good written and oral communication, sound professional judgement and a desire to learn about civil-military coordination.
  • demonstrated experience in multi-agency liaison and stakeholder engagement experience, particularly with government agencies involved in domestic emergency management. They must have excellent interpersonal and liaison skills including the ability to communicate effectively with colleagues and external stakeholders. They will identify stakeholders' expectations and deliver outcomes in line with stakeholders' strategic goals.
  • be able to take a project and see it through to completion, using initiative, creativity and project management skills. They will have demonstrated capacity to identify key priorities, develop project plans, and effectively manage complex projects.
  • work collaboratively within a small team environment and build effective relationships with team members by actively participating in teamwork and group activities.
