Our Federal Government client is seeking to engage an EL2 Program Manager on a contract for 5 months with potential extension of 12 months.

About the Role:

The Service Provider is required to provide an experienced Programme Manager to support the management and implementation of Phase Two of the HDM Programme.

Working under the broad direction of the National Manager, Health Modernisation Design, the resource will have a key role in building and embedding improved programme management practices in relation to one or more of the following areas: benefits management, risk and issues management, contingency planning, stakeholder engagement and communications, and scheduling and dependencies.

The resource will also support the National Manager by coordinating preparation and participation in an external assurance process (the Department of Finance Gateway Review) which is anticipated to occur in the first quarter of 2022.

The position requires a person that can demonstrate experience working in large and complex programmes, using professional judgement to deliver quality outcomes and who can provide high quality and timely advice and uplift programme management capabilities to support the team and senior leadership in performing oversight and decision-making responsibilities.

Duties & Responsibilities:

  • Duties may include some or all of the following:
  • Plan, facilitate and develop documentation to support the Agency's full participation in the next Department of Finance Gateway Review of the HDM Programme.
  • Provide high level and quality advice on programme management and assurance matters.
  • Prepare and deliver high-level briefings, reports, planning documents and papers to Senior Executive and other forums as required.
  • Actively manage risks and issues, including escalating to Senior Executive when required and through appropriate channels.
  • Improve programme management practices in one or more of the following areas: benefits management, risk and issues management, contingency planning, stakeholder engagement and communications, and scheduling and dependencies.
  • Contribute to developing and embedding improved capability in the management of large and complex programmes.
  • Build and grow relationships with a broad range of internal partners and stakeholders across Agency, including in programme management, project delivery and ICT functions, and external stakeholders including the Department of Finance.
  • Facilitate workshops and forums at the EL2 and Senior Executive Services officer levels.
  • Lead or work with a team to deliver agreed outcomes, including the planning and ongoing evaluation of priorities.

Knowledge required:

Knowledge and understanding of:

  • Programme and/or project management frameworks, policies and best practices.
  • Relevant business systems and tools.
  • The role of the agency and its strategic direction.
  • Governance and assurance practice and framework.
  • Change management of large-scale transformation programme

Key skills and attributes:

  • High level communication skills, both written and verbal, to deliver the required outcomes of the key duties above.
  • Demonstrated ability to develop and inspire staff within a complex and fast-paced environment.
  • With a growth mindset, innovate, create and challenge traditional ways of thinking.
  • Confidently communicate with stakeholders across all levels to negotiate and influence good outcomes.
  • Demonstrated experience working on large-scale projects and programmes, including risk management, strategic planning, governance and assurance.
  • Demonstrated experience and success in building and managing large scale, complex stakeholder relationships both internal and external to the Agency.
  • Previous experience and knowledge of health policy and programmes is desirable but not essential.

Mandatory Requirements:

  • The successful candidate will be required to have a ability to obtain and/or maintain a baseline security clearance.
