Chandler Macleod is partnering with Blue Mountains City Council to recruit for a Program Leader, Strategic Finance. This person will be responsible for leading the development and implementation of Council's Finance Management Strategy as a key component of the 10 years Resourcing Strategy in conjunction with the Executive Leadership Team and Council.

  • The purpose of this role is to support the achievement of a financially sustainable Council through provision of expert financial advice and leading Council's long term financial planning, budgeting and reporting.
  • This role is responsible for leading financial modelling and analysis to facilitate service planning, business case development and service reviews.

Key Responsibilities:
  • Manage a small team including management of performance, budgets and work programs.
  • Develop, monitor and evaluate the Long-Term Financial Plan including Council's Revenue Strategy.
  • Control the financial reporting of the operational and capital grants from the Council.
  • Retain in-depth understanding of broader legal, statutory, and policy frameworks that could affect the financial operating model of the council.
  • Take the helm in developing, reviewing, and overseeing the annual and four-year budgets for the council.
  • Prepare submissions as required to advocate to Federal and State governments on key strategic financial matters.
What will you need to be successful in this role?
  • CPA/CA certification; a degree in financial management or a related field; or comparable experience that is relevant to the position.
  • Financial management experience, including the formulation and implementation of financial strategies.
  • Proven track record of successfully managing personnel, including finances and work plans.
  • The position requires someone with great interpersonal skills who is capable of handling professionally sensitive political and financial concerns.
  • The ability to successfully achieve results while working in cross-organizational teams.
  • Committed to continuous improvement and building strong partnerships with stakeholders.
  • Demonstrated ability to resolve complex problems and produce practical solutions.
  • Expertise in strategic financial planning, strategy formulation, and the provision of such advice.
