We are seeking an experienced Principal Engineer (9 months contract & hybrid) for an exciting opportunity with our client, an established brand in the water industry based in Melbourne.

The successful candidate will be responsible for working with the development industry and private landowners to investigate, design, strategically plan and review the Development Services Schemes (DSS) to provide new drainage assets required to meet the needs of Victoria’s Population Growth.


Accountabilities:

Construction Assessment and Delivery
  • Review and ensuring that the design engineering Technical Specifications and requirements are met in all future assets delivered by the DSS.
  • Lead and negotiate complex design assessments and cost variations including legal agreements for Asset Management Services asset transfer and maintenance requirements, land transfer etc.
  • Produce monthly forecast reports for the program of projects being delivered including Development Costing Assessments & asset transfers.
  • Delivery of all financial components including Developer Reimbursements.
  • Support and provide advice on complex technical engineering queries.
  • Work closely with the Service Manager and Area Managers of the DEPS team to plan for the transition and handover of DSS projects.
  • Support the Service Manager to co-lead the management of the DSS Development Capital Works.
  • Provide technical leadership to ensure that the preparation of detailed engineering designs, financial estimates, development scenarios and approval reports, including Business Case Approvals (BCA) meet Audit and DSS compliance standards.
  • Providing advice regarding engineering, environmental and financial arrangements for the construction of client’s infrastructure.
  • Contribute to the assessment of Planning Scheme changes proposed by Growth Area Councils and the Victorian Planning Authority.
  • Undertake specialist hydraulic, hydrologic, storm water quality and engineering design assessments as required.
  • Manage the delivery and decision making of all projects allocated to the Project Officers within the team.
Risk Management and Continuous Professional Development
  • Represent client in government/industry water asset and engineering and Integrated Water Management ensuring that the service remains contemporary and in line with new and emerging requirements.
  • Identify areas where client’s Water Legislation, Delegations, Policies, Guidelines and Procedures are being successfully challenged including recommendations to the Group Manager.

Customer Service Excellence and Relationship Management
  • Ensure that the team provides agreed levels of service in relation to development decision making processes, procedures and decisions.
  • Ensure that the team meets all WDIP and service time frames agreed with the Group Manager Statutory Development Services.
  • Ensure that complaints relating to non-DSS matters are immediately escalated.
  • Ensure relationships with Developers, Consultants, Contractors, Local Government and other stakeholders in the broader land development industry are managed and enhanced.

Leadership Development
  • Work with the other Area & Regional Managers and Service Manager(s) to ensure performance, standards and expectations are consistent between all staff members.
  • Provide mentoring and coaching to team members and support them in their management of their projects.

Skills, knowledge and experience
  • Relevant Tertiary qualification in Civil/Land Development Engineering or a related field required.
  • Extensive experience in decision making relating to complex Civil Engineering and Urban planning including Waterway Design, Flood Resilience, Integrated Water Management and Stormwater engineering projects and approvals required.
  • Project, workload and delegated decision-making management experience required.
  • Experience in the direct management of a Development or closely aligned Service required.
  • Experience in Victorian Statutory Planning processes and legislation required.
  • Experience in Financial Management of Development Services schemes, Development Contribution Scheme or other Infrastructure Contribution Plans strongly preferred.
  • Experience in people and technical leadership strongly preferred. Informal mentoring and coaching experience required.
  • Highly developed interpersonal skills together with high level verbal and written communication skills leading small teams.
  • High level of influencing and negotiating skills with the ability to build strong relationships with stakeholders.
  • Demonstrated ability in using asset and process management technology, systems, process and new ways of working to deliver services.
