Chandler Macleod are extremely excited to be partnering with Ipswich City Council for the appointment of a Principal Engineer to lead the Infrastructure Delivery team. Ipswich City Council currently has approximately 1,200 employees and provides services to a community of over 190,000 residents in areas such as infrastructure facilities and planning, waste management, environment, asset management and economic development. The population of Ipswich is set to double over the next 20 years which brings exciting growth and changes for this vibrant and growing city.

The primary purpose of this role is to lead the infrastructure team in the delivery of transport or municipal projects which may include (but not be limited to) roads, stormwater, transport, open space and self-built. The position will have a holistic view of the work programs under its responsibility and ensure projects within the programs are professionally managed and coordinated in line with the defined priorities of the organisation. This position will manage the delivery team which includes project managers, supervisors and work crews. The role is office based with frequent site inspections.

Key responsibilities (high -level overview):

  • Management of Transport Delivery team encouraging a cohesive workplace as well as management of council assets including plant
  • Contracts Administration including dispute resolution, review and certification of claims as a Superintendent, or Superintendent's Representative.
  • Overseeing projects constructed by Council's resources and external contractors/service providers
  • Financial and time management at a program and project level including monitoring, forecasting, controlling/intervening and reporting on program financial and time related
  • Ensure communication and compliance with Council policies, procedures and practices
  • Manage risk to projects/programs and assist with the development of effective mitigation strategies in accordance with the ICC Risk Management Framework.

Key Selection Criteria for this role:

  • Bachelor of Civil Engineering teamed with relevant Project Management experience.
  • Possess or be eligible to the status of Registered Professional Engineer of Queensland (RPEQ)
  • High level of skills in fostering strategic relationships, stakeholder consultation and negotiation to achieve desired outcomes
  • A mixture of client and contractor side experience would be highly advantageous
  • High level of skill in being innovative and flexible in approach to solving problems related to infrastructure delivery
  • Extensive knowledge of contract standards, project management and relevant codes of practice
  • Substantial level of skill and experience in managing technical and non-technical staff with varying levels of experience and fields of expertise including dealing with Human Resource and Industrial Relations matters and driving cultural and team performance across the team
  • Substantial experience in reviewing and certifying contract documentation suitable for effective transport infrastructure projects including Contract Superintendent functions
  • Substantial experience in reviewing projects and programs for cost estimates and forecasting including the management of milestones and how to interrupt information with respect to mitigating strategies.
