Our Federal Government client is seeking to engage an APS6 Policy Officer on a contract for 6 Months, with potential extensions of 18 months.

About the Role:

These roles will work in a dynamic and fast paced policy environment, and be involved in a once in a generation system design project. These roles provide an opportunity to work with positive and driven colleagues, get exposure to the executive team and Minister's office, and will enable you to further your experience in a range of government activities, such as Budget processes, policy design, policy implementation, project management, contract management, procurement and grants. Your involvement will make a real difference for older people accessing aged care services at home.

Duties & Responsibilities:

  • Developing, drafting and reviewing policy advice, documents, briefs, correspondence, consultation papers and meeting papers related to the new single in-home aged care program (the Program) and future service delivery arrangements.
    • Undertaking research, maintaining a strategic outlook and environmental scanning to inform the design and implementation of the Program.
    • Providing evidence-based advice on policies and research related to the Program.
    • Liaising with internal and external stakeholders and representing the section in relation to policy development.
    • Contributing to Budget processes, including drafting budget documents such as NPPs, costings, fact sheets, etc.
    • Developing an evaluation framework for a new system.
  • Procuring and partnering with colleagues consultants engaged to progress various work streams including:
    • Development of the Assessment, Classification and Funding model for a new system.
    • Development of the legal policy framework for a new system.
    • Development of First and Second Pass ICT Business Cases.
    • Research projects on consumers' and providers' attitudes, and how to best support them through the reforms.
    • Policy trials.
    • Change and transition activities.
  • Supporting the project management processes of the Aged Care at Home Reform project, including creating and managing plans, risks and issues; reporting on the status and progress of the project to the Division's Standing Committee and Implementation and Investment Board.
  • Coordination and secretariat for the internal stakeholder consultation group and Aged Care at Home Reform Project Board.
  • Working closely with colleagues, stakeholders and delivery partners to contribute to the planning of new policy implementation and transition arrangements.
  • Contributing to the project management and administrative activities of the section.

  • Ability to think strategically and be open to new ways of doing things.
  • Excellent written and verbal communication skills, including demonstrated ability to work with internal and external stakeholders to drive outcomes, experience in preparing a range of high quality written materials and tailoring messages and styles to different audiences.
  • Demonstrated ability to manage competing priorities and achieve results to meet program objectives within tight timeframes.
  • Experience in procurement and contracts management that results in high quality, fit for purpose products that meet their intended objectives.
  • Excellent team player.

Mandatory Requirements:

  • The successful candidate will be required to have a Baseline clearance.
  • Experience working on complex policy reform projects.
  • Experience in Aged Care or other care sectors.
  • Experience in project management, business design, research, legislation, development of cost models, policy development, procurement/contract management or implementation/transition processes in a policy reform setting.
