Our Federal Government client is seeking to engage an APS6 Policy Officer on a contract until June 2021.

Position Overview

Division Responsibilities

Our Client's Group supports timely access to products that will help achieve better health and wellbeing, whilst checking that these products do not themselves put Australians' health and safety at risk. They achieve this through regulation of therapeutic goods and certain controlled drugs and drug substances. This applies to all such goods exported, imported, supplied and manufactured in Australia.

Branch Responsibilities

Our Client regulates and provides advice on the import, export and manufacture of controlled drugs, as well as the cultivation of cannabis for medicinal purposes to support Australia's obligations under International Drug Conventions. They provide advice regarding travelling with controlled drugs, reports on activities to the International Narcotic Control Board (INCB), applies amendments to international drug controls in Australia and ensures Australians have access to essential medication. With respect to cannabis cultivation, our client is the 'single agency' required under the Single Convention on Narcotic Drugs 1961, the controlling international treaty administered by the United Nations.

Section Responsibilities

Our Client is responsible for the regulation of the cultivation and production of cannabis for medicinal purposes or research related to medicinal cannabis. This includes the assessment of application for cannabis licences or permits and making decisions to grant such licences. As the industry develops, the section will develop an inspectorate that will undertake monitoring and compliance activities to ensure licence holders comply with the associated legislation. The section engages with state and territory authorities involved in the regulation of medicinal cannabis by chairing the Law Enforcement Working Group and the Cultivation and Production Working Group.

Duties & Responsibilities:

  • Assist in development of policy documents and/or instructional material and/or governance material
  • Provision of secretariat services, including drafting and circulating papers and minute taking
  • Draft routine written material including ministerial correspondence, ministerial submissions/briefs, power point presentations
  • Undertake general administration of information including records management using the TRIM document management system (excellent TRIM skills are required)
  • Participate in and contribute to performance discussions as required
  • Assist in development of content for Office of Drug Control website
  • Assist in management of relationships with internal and external stakeholders

Mandatory Requirements:

  • The successful candidate will be required to have a Baseline clearance.
  • The ability to quickly develop an understanding of the legislative framework and apply this knowledge on a daily basis.
  • Strong communication and problem-solving skills are essential.
