Our Federal Government client is seeking to engage an EL1 Media and Communications Officer on a contract until 30/06/2023 with potential extension of 6 months.

About the Role:

Developing and implementing a new electronic surveillance framework will be the largest national security and law enforcement legislative project in 40 years. Comprehensive public and industry engagement will be essential in developing the new framework. ESR will be controversial. In the past, any legislative reform involving telecommunications or electronic surveillance powers has attracted significant scrutiny from the public, media and industry. As such, the communications task will be significant.

Our Client is looking for an experienced, reliable communication professional who excels at analysing complex subject matter, liaising with stakeholders to understand their business, key issues and objectives, and distilling information from a range of sources into well-crafted, informative and influential narratives. We need someone with excellent stakeholder engagement, research, writing and organisational skills, who can work efficiently and independently to manage multiple tasks concurrently and meet tight deadlines. Our ideal candidate will have sound professional judgement and political nous. Duties and responsibilities associated with the role are listed below.

Duties & Responsibilities:

Core duties include:

  • Preparing communication products such as media releases, talking points social media content and internal messaging products to ensure stakeholders receive clear and consistent messaging on the reforms.
  • Identifying appropriate communication channels to assist with explanation of the need for the reforms.
  • Identifying speaking opportunities to support strategic objectives and develop speech outlines and coordinating the collection of cleared material for incorporation.
  • Building confidence in the need for reform and how agencies will use the powers.
  • Ensuring the reforms are well understood by, and justified to, stakeholders and the Australian community.
  • Working with the department's production and design team to develop communications products, for use of documentation and an official webpage to facilitate public consultation.
  • Monitoring media and existing Government websites and materials and identify key information gaps to be addressed

General duties include:

  • Providing strategic direction and guidance, including identifying courses of action which lead to the achievement of the goals of the business area and Department.
  • Showing sound understanding, critical analysis and reasoning skills in identifying and addressing issues.

  • Organising work, setting priorities and completing tasks within set timeframes.
  • Successfully managing competing priorities and changing timeframes.

Role Requirements/Qualifications:


  • Ability to obtain and maintain (minimum) Baseline (protected) security clearance. Note: The Contractor will be required to meet the cost of any security clearances that are required.
  • Obtain and maintain an employment suitability clearance (this will be facilitated by the Department).
  • Relevant tertiary qualification and/or extensive relevant industry experience.
  • Demonstrated ability to apply expertise, knowledge and skills to recommend solutions for a range of complex media and communications issues.
  • Have demonstrated experience in the provision of expert advice on messaging and communication activities for issues management relating to policy, procedures and service delivery.
  • Have demonstrated experience in developing general and targeted communication strategies and messaging to deliver complex messages to diverse audiences.
  • Demonstrated interpersonal skills to facilitate and promote effective interactions with clients, colleagues and stakeholders.


  • Developed project management skills to organise, coordinate, plan and implement projects within a given period.

Mandatory Requirements:

  • The successful candidate will be required to have a Baseline security clearance.
