Our Federal Government client is seeking to engage a Level 3 Program Manger on a contract for 12 months with potential extension for 12 months.
Position Overview
Duties & Responsibilities:
  • Engage closely with Minors Program stakeholders (including the various Functional Command Headquarters, and the Programmatic lead at Land Capability Headquarters) to ensure that Project proposals and associated documentation have been properly consulted; endorsed; and are supported by appropriate planning and governance.
  • Provide guidance to the relevant project lead of existing and proposed Minor Projects on the preparation of new proposals; amendment proposals; and ongoing reporting requirements.
  • Ensure that formal guidance and templates regarding Minor Projects (including formal Business Cases and other documentation) is updated to reflect new policy and the department’s organisational advice.
  • Develop and maintain current awareness of requirements and considerations affecting Minors Projects arising from Defence Industry Security Program (DISP), Cyber Security and Cyber Worthiness, evolving concepts of Land Worthiness; Security Principles (including sensitive technology management), Defence Risk Management Principles, supply chain assurance, and other concepts as identified from time to time by SO1 Minor
  • Engage with the department’s stakeholders (including Directorate of Logistics; Capability Acquisition and Sustainment Group, Chief Information Officer Group; Science and Technology Group, and others) to ensure Minor Project Sponsors have engaged with the correct stakeholders and delivery / sustainment agencies.
  • Coordinate the conduct of MINCAP Governance activities, including planning and providing secretariat support to the Minors Management Committee and the Minors Projects Screens series.
  • Prepare (and support the preparation) of written and verbal briefings to the Minors Program chain of command (which includes SO1 Minors; Director General Systems & Integration (1 star); Head Land Capability (2 star); Business Working Group chaired by Deputy Chief and other appointments and committees) on the health and performance of the MINCAP and associated the risks, issues and impacts; based on information provided through engagement with Minors Project stakeholders; and the Minors Project Screening process.
  • Support the ongoing modernisation and development of the Minors governance framework and management tools in accordance with guidance provided by SO1 Minors.
  • Use and develop the Minors Program reporting tool.
  • Provide capability development advice to SO1 Minors.
  • Represent SO1 Minors at Project / Program Management Steering Groups and other forums and meetings as required.
  • Understudy SO1 Minors, and be prepared perform the duties of SO1 Minors on occasion.
  • Be prepared to support the Minors Project Manager; and perform defined duties in their absence.
  • Other duties as required.

Skillset and Experience Required:
  • Two years of experience in a Project Manager or related role which demonstrates understanding of Project Management principles (Mandatory)
  • Demonstrated experience in stakeholder engagement and relationship management beyond formal lines of authority. (Mandatory)
  • Intermediate skills in Microsoft Excel appropriate. (Mandatory)
  • Excellent written and verbal communication skills. (Mandatory)
  • Demonstrated ability to rapidly learn organisational policy and principles. (Mandatory).
  • Experience in business analysis and/or process improvement (Highly Desirable)
  • Five years of experience in understanding of capability management policy, governance and accountability. (Highly Desirable)
  • Familiarity with Defence capability life cycle organisations and process. (Desirable)
  • Experience in Commonwealth Procurement Rules and Principles (Desirable).

Mandatory Requirements:
  • Minimum current Negative Vetting 1 (NV1) Security Clearance is mandatory.
