POSITION OBJECTIVES

To support the Governance and Compliance Team by undertaking various projects and assisting in the provision of timely and accurate legal advice and support to the organisation, on issues pertaining to Local Government Law and City operations.


PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Undertake research and provide legal support and interpretations as requested by the Manager Governance.
  • Assist in the resolution of significant organisational legal matters.
  • Provide specialist information, advice and support to management and staff on legal matters.
  • Liaise with external lawyers to coordinate expert legal opinion.
  • Provide support in the review and implementation of delegations and authorisations.
  • Provide support and advice in the review and implementation of the City's processes from a governance, compliance and legal risk perspective.
  • Draft and review contract and tender documentation, as required.
  • Undertake projects as directed by the Manager Governance, including but not limited to:
     Make and review Local Laws;
     Town Planning Scheme Reviews;
     Policy reviews;
     Town Planning Scheme Amendments;
     Other organisational projects, as required.
  • Comply with the City's Equal Opportunity, Discrimination, Harassment and Bullying Policies at all times.
  • Follow and comply with all Occupational Safety and Health and Environment policies and procedures to ensure personal safety and the safety of others is maintained at all times, including the reporting of unsafe practices or hazards to supervisors or OSH Representatives, whilst protecting the environment and ensuring
    prevention of pollution.
  • Actively seek and report on methods of improving systems of work, policies and practices, to ensure the continuous improvement of the City's Business Management System.
  • Exercise appropriate authority whilst acting in the best interests of the City, its Customers and the Community, meeting legislative and operational requirements.

Undertake other duties within the scope and level of this position as directed by the Manager Governance.


POSITION REQUIREMENTS
Essential:

  • Possession of, or significant progress towards a relevant qualification in commerce, law, or a related discipline, including significant previous relevant experience working within a legal or compliance-based role.
  • Highly developed research and written communication skills, including the ability to write clear and concise reports.
  • Highly developed interpersonal, conflict resolution and negotiation skills to ensure delivery of a high level of customer service.
  • Highly developed organisational and administrative skills, with a proven ability to effectively prioritise multiple projects and coordinate conflicting priorities to meet strict deadlines.
  • Proven ability to handle political, confidential and sensitive matters appropriately.
  • Ability to work effectively both independently and as part of a team with limited supervision.
  • Ability to utilise personal computer applications and in particular, the Microsoft Office suite of products (i.e. Microsoft Word, Excel, Outlook).
  • Possession of a current motor vehicle driver's license.
  • Possession of, or the ability to acquire, a satisfactory Police Clearance Certificate (dated within the last twelve months).

Desirable:

  • Previous relevant experience in Local Government, including an understanding of local government operations and the relevant legislative framework that applies.
  • Sound knowledge and understanding of tender processes and contract formation.
  • Previous experience in undertaking continuous improvement activities, including exposure to the Australian Business Excellence Framework, Quality Assurance, ISO Standards, process improvement and auditing activities.
