The Role:
The Organisational Development team is responsible for the design, implementation and ongoing evaluation of frameworks, programs and initiatives across the employment lifecycle which aim to enhance the performance, engagement and wellbeing of employees. The Lead, Performance and Induction is responsible for identifying and responding to opportunities to strengthen whole-of-department support and accountability mechanisms that align the focus and contribution of employees to the achievement of the department's world class aspirations and values.

The position is responsible for leading the ongoing development of integrated strategies that facilitate performance, engagement and development for employees at all career stages. This will include the induction and performance and development policies, procedures, systems, reporting and evaluation mechanisms, ensuring compliance with legislation and whole of public sector requirements. Key areas of focus include increasing participation and providing a more consistent employee experience by providing programs, resources and support that assist leaders to effectively induct and develop the performance and capability of employees.


  • Design, implement and improve performance and development policy and procedures across the department to align individual performance and learning goals with site and departmental priorities.
  • Optimise the value of performance and development processes to departmental health and effectiveness, by leading their integration with school/preschool improvement, talent management and other organisational development strategies.
  • Develop and keep up-to-date a performance and development training strategy, including course design and resource materials, to build the confidence and capability of employees and leaders.
  • Lead the development of agency induction processes and initiatives
  • Provide expert advice to support leaders across the department to implement effective employee induction and performance and development activities
  • Ensure compliance with legislation, departmental policy and Commissioner's guidelines
  • Balance the needs and context of specific professional groups and employment categories with whole-of-department approaches to provide relevance and consistency in employees' experience of induction and performance and development processes.
  • Drive continuous improvement through effective and efficient evaluation and reporting methods that monitor compliance and achievement of strategic and operational objectives through employee induction and performance & development programs.
  • Contribute to maintaining a safe and healthy work environment by taking personal accountability by identifying and reporting incidents, hazards and injuries in accordance with departmental policy & procedure, and cooperating and complying with reasonable instructions of line management and WHS Officers

  • Proven capacity to work under broad direction, exercise initiative and lead a significant and successful program of work (end-to-end) in a large and complex organisation.
  • Significant experience in the design, implementation and evaluation of organisational development practices and/or programs that address strategic and operational priorities.
  • Comprehensive knowledge and understanding of contemporary principles, practice and trends associated with induction and performance and development in the workplace.
  • Proven high level networking, interpersonal and communication skills, including the ability to influence and present effectively to a wide range of internal and external stakeholders.
  • Experience in preparing high level reports, briefings, project plans and correspondence to, and on behalf of, senior management, executive or senior government officials.
  • Demonstrated commitment to high levels of customer service and experience in providing specialised consultancy services to leaders.
  • Comprehensive knowledge and understanding of the objectives, guidelines and programs overseen by the Office for the Commissioner of Public Sector Employment, relevant to induction and performance and development.
  • Demonstrate a sound working knowledge of relevant employment legislation.
  • Demonstrate knowledge and commitment to promoting and creating a safe and inclusive work environment; and the legislative requirements of Equal Opportunity and Work Health and Safety legislation

    Essential: Relevant tertiary qualifications (i.e. Human Resources or Organisational Psychology); experience in the design and implementation of organisational development strategies in a large and complex organization.
    Desirable: Experience in leading a team; experience in the education sector.
