Land Development Officer
Full time hours
12 month fixed term contract
$98,000 plus super

Job Purpose

The purpose of this role is to assess servicing and financial requirements for the connection of new developments and meet the growth demands in our client's licence area.

The role requires working collaboratively through a contractual agreement with land developers, engineering consultants, civil contractors, councils and other authorities to deliver, in accordance with our Client's strategic planning of the installation of assets.

Key Accountabilities

  • Provide preliminary servicing advice for greenfield and infield development proposals
  • Prepare and authorise Statutory Referrals (Town Planning Act and Subdivisional Act)
  • Prepare and manage Development Agreements (Contracts) for the installation of assets
  • Evaluate construction tenders, tender variations.
  • Recommend expenditure in accordance with our Client's Land Development Policies and Pricing Manual
  • Assess alternative and innovative servicing options for new developments
  • Incorporate strategic asset planning and ensure the delivery of these assets through the development industry
  • Assess the performance of accredited consultants to inform our Client's Performance and Accreditation regime
  • Liaise with Customer Service Delivery to resolve complex operational issues and to ensure our Client's and the Development Industry requirements are met
  • Conduct meetings with developers, engineering consultants, surveyors, builders, local councils and other authorities on a daily basis .
  • Capitalise assets installed through the Development Agreement process
  • Collaborate with internal teams on matters including but not limited to legal, billing, metering and design construction of assets.
  • Understanding of the role in the community the land and / or property development industry

Knowledge, Skills and Experience:

  • Knowledge of the land development policy and pricing which apply to the land development industry
  • Knowledge of the Water Act, Planning and Environment Act, Subdivision Act, ISO 9001 Standards
  • Knowledge of the design and/or construction of water and sewerage facilities
  • Knowledge of hydraulic principles
  • Sound analytical and computer skills including word processing, spreadsheets and other work related databases
  • Experience in the implementation of Land Development practices and current pricing and policy standards
  • High level of negotiation skills to resolve complex servicing and financial requirements
  • Experience in working within stringent time constraints
  • Able to understand technical matters and learn new technical skills
  • Demonstrates Customer focus - establishes and maintains effective relationships with customers and gains their trust and respect
  • Excellent communication skills both written and oral
  • Able to adapt readily to different ways of doing things
  • Ability to determine and manage multiple tasks based on assessment of priorities and stakeholder needs

We are seeking candidates with the ability to be able to read designs and plans. Ideally you will have experience working in a similar role.

You will be required to work with internal computer systems and you will be proficient with the MS Office package including Word and Excel.

You must have a team player and have the ability to work from home as well as be office based. The role will require a full background check and references.
