Our Federal Government client is seeking to engage two EL1 Fraud Investigator on a contract for 12 months with potential extension.

About the team:

The Scheme Integrity Branch is responsible for preventing, detecting and responding to non-compliance and fraud. They engage with Agency staff, partners, participant and providers to promote good compliance practices and early intervention where non-compliance is identified.

The branch focus is on protecting the Scheme's financial sustainability, strengthening fraud control arrangements and conducting risk assessments to refresh the Agency's Fraud and Corruption Control Plan.

The Investigations Team focus on the investigation of potential fraud, unauthorised access, misconduct and other criminal offences committed against the Agency/Scheme.

About the Role:

The EL1 Fraud Investigator is an important team leadership position within the department and will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth involving significant detail. It will provide the leadership, control, planning, resource management, performance management and decision making for the Team Membership and assigned Contractors working within the positions assigned Work Area.

The position will exercise a considerable degree of independence to engage in very complex problem solving and issues management within the functions. It will exercise sound decision-making and judgement to produce high level policy advice and operational support.

The EL1 Fraud Investigator supports the branch through the implementation of the Agency's Compliance and Enforcement Framework. It contributes to the management, implementation and review of the branch's policies and processes by providing support which reflects the NDIS legislation and understanding of disability.

The role will coordinate and assume responsibility to undertake detailed or sensitive projects that may include performing varied activities involving many different and unrelated processes or methods that may impact on the strategic or operational outcomes that support the department's objectives to "build a world-leading National Disability Insurance Scheme".

Responsibilities may include but are not limited to:

  • Leading a team responsible for delivering the Agency's fraud investigation objectives, with a focus on partnership and support across the Agency's divisions, branches and/or sites.
  • Lead and manage complex and sensitive investigations, leading to high quality briefs of evidence, successful prosecution and hardened protection of participants and the Scheme.
  • Collaborating with the branch to develop fraud capability that reflects effective, innovative practice and contemporary strategy.
  • Promoting awareness of the Agency's fraud response framework, ensuring all parts of the Agency are aware of their roles and responsibilities.
  • Reviewing and reporting on fraud investigations based on scheme and payment integrity and monitoring of actions to address identified issues.
  • Providing analysis of the findings and outcomes relating to the maturity of the Agency's fraud response capability, including investigations.
  • Developing and implementing Agency initiatives to enhance fraud investigations.
  • Providing for overall senior management reporting, budget reviews, issues and actions pertaining to the validity and compliance of the fraud investigations function.
  • Developing and maintaining a high level working relationship with Commonwealth Department of Public Prosecutions and other law enforcement entities.
