Position title: Floodplain and Stormwater Engineer - Team Lead

Purpose of this position:
Lead a team to deliver strategic and operational floodplain and stormwater management initiatives and programs, contributing to safe, effective and efficient catchment management and stormwater (drainage) design across Sydney CBD.
General Requirements:
- Lead and coordinate the Floodplain and Stormwater team, including.
Supervision and performance management.
Mentor and development of team members.
Responsibility for overall team performance to ensure all allocated project and program
design activities are successfully delivered by agreed dates, within budget, and are in accordance with performance targets.
- Ensure all civil designs are in accordance with professional engineering standards, are of high quality that meet Council's specified requirements.
- Lead and prepare technical floodplain and stormwater policy documents, research, strategic plans and provide technical expertise to internal and external stakeholders including the community.
- Development and manage monitoring and reporting systems for the team inclusive of Asset Design's Quality Assurance Management System.
- Manage overall team financial budgets.
- Develop, coordinate and implement operational targets that are successfully met within specified timeframes and to budget for the Floodplain and Stormwater team.

- Ensure that designs are consistent and completed in accordance with professional engineering
standards, satisfy a high-quality standard and meet Council's specified requirements, and where
applicable to the requirements of other government agencies
- Manage overall team financial budgets and undertake monthly financial reporting inclusive of forecasting
- Undertake project management activities necessary to meet timeframes and budget.
- Provide professional technical expert advice to Manager Asset Design, staff and other sections of
Council concerning issues relating to floodplain and stormwater (drainage) management - Stay up to date with changes made to state and local government legislation
- Attend seminars, workshops and conferences where approved, to improve technical knowledge in areas
of computer-based design aids, floodplain and stormwater management, proprietary products and
services, and enhance essential skills in leadership and management.
- Represent Council on various community and government/industry-based committees as directed and
arrange and/or attend meetings as required - Investigate, prepare and review design plans, estimates and alternate options for a variety of civil
engineering projects in accordance with Asset Design's Quality Assurance Management System - Negotiate and attend meetings with public utility authorities, government agencies, private organisations,
property owners, community groups and others regarding a wide range of design activities - Conduct or supervise major flood studies and trunk drainage investigations, report on findings and
recommend appropriate course(s) of action or options to provide the community with cost effective,
environmentally sensitive stormwater drainage systems
- Write tender briefs and supervise engineering and consultants engaged in providing professional
investigation and/or design services in respect of, but not limited to, stormwater (drainage) infrastructure,
Technical Scope:
- Maintain comprehensive records of all investigations and designs and conform to the requirements of
Asset Design's Quality Assurance Management System. Particularly in relation to computer catchment
model(s) data files, catchment files, catchment plans and other relevant and/or critical information.
- Respond to flood and stormwater related enquiries and develop flood advice letters and flood control lot
certification - Management and administration of Asset Design's computer programs including quotation, tendering,
installation and updates.
Education:
- Degree in Civil Engineering or a related field
- In-depth demonstrated experience in floodplain and stormwater (drainage) management
- In-depth demonstrated experience in leading and managing design teams to ensure effective and timely
delivery of project and program activities - Demonstrated experience in GIS packages, computer literacy in Microsoft Office applications and
extensive experience with AutoCAD, 12D and water engineering applications such as DRAINS, HEC-
RAS, XP-RAFTS, MIKE II, TUFLOW, WateRIDE and MUSIC
- Demonstrated analytical and problem-solving skills including the ability to determine and adapt
management approaches for a broad range of stormwater and floodplain management situations - Current Class 'C' driver's licence.
