Our Federal Government client is seeking to engage an APS6 Finance Officer on a contract for 12 Months, with potential extension.

Position Overview

The APS6 Broadband Finance Officer (Professional Stream) is accountable under limited direction to undertake complex finance related work that is guided by legislation, policies, procedures, standards, methodologies and precedents. The position will perform various activities within one or more of the core finance functions of the Finance and Corporate Service Division, that may include, financial accounting, management accounting, finance business partnering, financial analytics and scheme finance.

The position has reasonable autonomy and accountability to exercise both initiative and judgment to interpret relevant finance legislation, policy and standards in the application of practices and procedures to achieve a variety of finance outcomes.

The APS6 Broadband Finance Officer (Professional Stream) will have a considerable level of internal stakeholder contact in relation to complex, difficult or sensitive finance issues. It will be required to liaise with a range of internal and external stakeholders in a representational role on behalf of the branch and the division.

Duties & Responsibilities:

  • Accountable to provide accurate operational and financial advice and support across a range of activities within one or more of the core finance functions including:
    • developing plans and objectives for short-term finance projects;
    • setting priorities and ensuring quality outputs for their own work and the work area;
    • monitoring emerging financial issues and identifying likely risks and impacts; and
    • developing recommendations and solutions to mitigate, correct and prevent reoccurrence of financial risks.
  • Assume responsibility for complex finance projects, work programs or initiatives that have operational significance to the work area, Branch or the Finance and Corporate Services Division.
  • Coordinate and support others working on specific finance projects or work programs; facilitating and encouraging effective performance against specific objectives and outcomes; providing in-depth advice for specialist finance activities.
  • Maintain an awareness of the requirements of their assigned core finance function, monitor changes in the work environment that may impact on the deliverables of the function; contribute to business improvement strategies to change workplace practices and procedures.
  • Work within a core finance function, interpret and apply legislation, policies, procedures, standards, methodologies and precedents to their work activities; anticipating problems and contributing to issues management; escalating very complex financial issues to a team leadership position within the Division.
  • Apply knowledge of the accounting standards, and other relevant technical requirements, in ensuring finance activities undertaken are consistent with the requirements for the relevant core finance function, particularly for the Financial Accounting function where such technical requirements are the primary area of focus.
  • Works with a level of independence, subject to limited direction guided by policies, accepted standards and precedents; applying some latitude in modifying practices and procedures to produce accurate work that requires little or no revision before finalisation.
  • Consolidate, assess and evaluate available information on complex or escalated finance issues that have a medium to high impact on a core finance function; make decision to select and recommend an appropriate course of action.
  • Communicate and negotiate to maximise cooperation in a wide range of complex and sensitive financial issues, requiring persuasion and sensitivity.

Mandatory Requirements:

  • To occupy the APS6 Senior Finance Officer (Professional Stream) you must possess tertiary level qualifications in Accounting or equivalent academic specialisation meeting the academic entry requirements of the Chartered Accountants Australia and New Zealand (CA), Certified Practising Accountants (CPA) Australia and/or Institute of Public Accountants (IPA) professional development programs.
  • Possess (or be working towards) membership of CA, CPA or IPA together with relevant direct finance experience. (Highly Desirable)
