Our Federal Government client is seeking to engage in multiple EL1 Procurement Lead position for a 12-month assignment with potential extension in Adelaide CBD.

About the Role
Jobs and Skills Australia (JSA) is leading the development of a national study on adult literacy, numeracy and digital literacy skills – the foundation skills study. The study, outlined in the October 2022 Budget, consists of three elements:
This is a great opportunity to work on a high profile and high priority long term project. The Procurement Lead role involves providing leadership, project management, planning, resource allocation, performance management and decision making for the procurement processes of this project. Working alongside JSA staff you will have a considerable degree of independence to engage in complex problem solving and issues management within the scope of procurement.
The position requires exercising sound decision-making and judgement to produce high level policy advice and operational support. The Procurement Lead will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth and involving significant detail.
Our ideal candidate will have extensive experience in procurement and contract management within the federal government at the EL1/EL2 levels. You will be outcomes driven and have excellent communication skills, to ensure positive engagement with the service providers and individuals approached. They must be an independent worker and be able to manage their own workload and drive work to conclusion.

- a feasibility study into how best to assess the literacy, numeracy and digital literacy levels of First Nations people; and
- analysis of Commonwealth administrative and other data to ‘drill down’ into the results for priority groups

Mandatory Skills:
- Demonstrated 5-10 years experience in procurement and contract management in the Federal Government at the EL1/EL2 level with previous experience in leading and supporting large and complex projects.
- A demonstrated in depth understanding of, and significant experience following, the Commonwealth Procurement Framework.
- Highly developed interpersonal communication skills (written and verbal) including the ability to engage and negotiate with clients and stakeholders.
- The ability to deliver procurement-related documentation, including templates, schedules, correspondence, reports, submissions, plans and strategies and other contract management documentation.
Desired:
- Experience in large scale survey related procurement and contract management is highly regarded by not essential.
- Qualifications or experience applicable to Procurement.
- Experience with DEWR/DESE systems including using content manager, risknet
Responsibilities of the role include:
- Provide procurement leadership, co-ordination and delivery support to JSA and assist with ongoing project deliverables.
- Structure and plan the procurement activities.
- Liaise with Subject Matter Experts (SMEs) to gather procurement requirements, coordinate funding and prioritise workloads.
- Prepare, under limited/broad direction, the necessary procurement documentation in accordance with the Commonwealth Procurement Framework, including Statement of Requirements, approach to market RFQ/RFT, Procurement Plans, Tender Evaluation Plans (if applicable) and Evaluation reports.
- Lead the process and participate in evaluations.
- Develop, negotiate and finalise any contract related material with the preferred supplier.
- Ensure procurement activities are conducted in line with legislative requirements, the Commonwealth Procurement Rules (CPRs) and the department’s Procurement Policy.
- Provide advice, direction, assistance and services for procurement policy, technical, commercial, legal, financial investigation, and other requirements to support contract management outcomes.
- Manage the process, including obtaining quotes and invoicing, through to project completion.
- Initiate and recommend mitigation strategies for the risks associated with contract management activities, suppliers' performance and compliance with mandatory requirements, and suggest relevant improvements.
- Monitor and manage contract administration, performance and risks against the contract, and contribute to appropriate action.
- Perform other related administration and support duties as directed.
- Comply with all Departmental work, health and safety policies and procedures, and take reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.
