About the Team:
The Mainstream Interface & Royal Commissions Branch is the primary liaison and advisory for the agency's mainstream interface policy matters that arise through Disability Ministers, Disability Senior Officials, and other formal governance groups including the Younger People in Residential Aged Care (YPIRAC) Joint Agency Taskforce, Royal Commissions and the agency. The branch works across the Agency to reach endorsed agency's positions on the mainstream interface and works with the Department of Social Services (DSS) and state and territory governments, through Disability Ministers and Disability Senior Officials to inform policy development, negotiations and agreement.

The branch collaborates in other bilateral and multilateral government forums to inform policy decisions that align with the agency's legislation, obligations and priorities, enhance outcomes for participants, are fit for purpose and maintain the intent and integrity of the scheme. It is responsible for leading and managing the agency's interactions with the YPIRAC Joint Agency Taskforce and the YPIRAC Strategy & Implementation Plan. The branch is also responsible for managing the agency's interactions with Royal Commissions including responding to requests for information, coordinating requests and investigating matters that may be of relevance to a Royal Commission.

The coordination team is responsible for coordinating the agency's feedback and engagement on the development and implementation of the new agency Strategy.

About the Role:
The EL1 Assistant Director YPIRAC & Aged Care Policy is a leadership position and is responsible for leading the coordination of effort to inform implementation of the YPIRAC Strategy and how the agency interacts with the broader aged care service system. The position will support the branch to facilitate, coordinate and address current and emerging issues identified through the continued implementation of the agency. The EL1 Assistant Director YPIRAC & Aged Care Policy will coordinate and assume responsibility to undertake detailed or sensitive projects that may include performing varied activities involving many different and unrelated processes or methods that may impact on the strategic or operational outcomes that support the agency's objectives. The position is responsible for actively managing key internal and external stakeholder relationships and may be required to represent and negotiate on behalf of the agency to advance the agency's interests across a range of forums.

Responsibilities may include but are not limited to:

  • Working with internal business areas, Department of Social Services (DSS), Department of Health (DOH) and relevant government bodies to implement the YPIRAC Strategy and other aged care interface policy matters.
  • Leading development of policy papers, using subject matter expertise and advice to form an Agency position which addresses risks to the Scheme and improves outcomes for participants.
  • Leading development of comprehensive briefings and correspondence to support senior executives to proactively engage in policy discussions with governments and key stakeholders.
  • Leading the analysis, interpretation and synthesis of information into concise findings to support policy positions and government direction. Leading the review and preparation of a range of materials including discussion papers, agendas, minutes and reports.
  • Ensuring performance and reporting requirements are met within timeframes and quality expectations.
  • Identifying emerging issues in implementing the YPIRAC Strategy and/or across aged care interface more broadly and presenting proposed solutions.
