Position title: Cost Manager - Infrastructure / Property Acquisitions - Government
Contract Estimation Duration: Initially 12 month contract with possibility of 12 month extension(s)

Salary / Rate: Up to $1,200PD + (DOE-Neg)
Purpose of this position:
The primary purpose of the role is to assist in the management of the cost function and the preparation, monitoring and controlling of the project cost plan, with a primary focus on a significant compulsory property acquisition program and associated project budget as approved by the NSW Government. The role provides professional guidance in all aspects of project costs to achieve agreed objectives and best practice in project and contract standards to the satisfaction of key stakeholders.
General Requirements:

  • Demonstrate direct property cost management experience working within a major infrastructure compulsory property acquisition environment
  • Provide strategic and operational guidance and support to identify, manage and minimise actual and potential cost pressure to the project within a compulsory property acquisition environment
  • Manage the cost cash flow function for the project to cover all phases of the project, including forecasted cost to complete and accruals as a direct result of compulsory acquisition and subsequent Valuer General compensation determinations
  • Manage cost management database to actively oversee actual project progress, cost expenditure to ensure project elements are aligned with budgeted costs for decision making
  • Support the various SM project teams in the adoption of cost-based decision making, analysis and problem solving wherever possible
  • Analyse and improve cost management systems, processes and procedures for effective project cost management
  • Prepare of monthly cost reports to help analyse the project's current and future performance and cost trends and proactively drive opportunities for cost efficiencies
  • Ensure the cost management systems, processes and procedures are aligned with statutory, legislative, construction requirements
  • Ensure that systems are in place to provide regular reporting to relevant stakeholders including key NSW Government stakeholders
    Technical Scope:
  • Managing cost in a dynamic, complex and multi-contract project environment
  • General understanding of the NSW compulsory property acquisition process and associated milestones
  • Working within a project that is very large by international standards.
  • Keeping abreast of current and emerging community and customer expectations, national and international best practice, Government policy and statutory requirements, and Clients' requirements in transport products
    Education:
    Relevant tertiary and/or post graduate qualifications in quantity surveying, project management, estimating or related fields
    Extensive proven experience preparing, managing and controlling complex project cost plans and systems for multi-discipline projects, preferably in major infrastructure or transport fields
