Our Federal Government client is seeking to engage an APS6 Communications Manager on a contract for 12 Months, with potential extensions of 36 months.

Position Overview

The APS 6 Communications Manager supports the Issuing Body Reform Project section by supporting the communication and engagement of high profile change agendas and working closely with key stakeholders, including security checking partners, issuing bodies, organising bodies and registered entities. They support the project through the Capability Lifecycle Management Model (CLMM) process and assist in the integration of program delivery within the seven stages of CLMM for the Issuing Body Reform.

The AusCheck APS 6 Communications Manager also contributes to project governance, project management and secretariat support for the system enhancement project, new projects as they arise and other various consultative forums between a variety of stakeholders and audiences.

Duties & Responsibilities:

  • Provide expert advice on messaging and communication activities relating to change management.
  • Develop communication strategies and messaging to advance the IB Reform change management goals.
  • Prepare a range of communication products to promote and inform staff about the IB Reform Project.
  • Identify business activities to identify communications requirements.
  • Engage with stakeholders to plan for their information needs.
  • Produce information products for business as usual activities, as required.
  • Evaluate the effectiveness of communications activities.
  • Oversee and prepare a range of written material which could include Cabinet submissions, Ministerial and Departmental briefs, corporate documentation, talking points and media documents.
  • Represent the views of the agency at cross-agency meetings and other forums
  • Negotiate with external parties, project teams, and internal stakeholders, and prioritise work in a busy environment
  • Manage the performance, training and development needs of direct report and other team members

Mandatory Requirements:

  • The successful candidate will be required to have a Baseline clearance.
  • Strong communication skills - demonstrating clear and strategic communications both internally and with key stakeholders and being able to elevate key concerns and propose solutions.
  • Writing - Proficient in presenting complex information in plain English.
  • Strategic - highly developed strategic thinking skills, particularly with achieving outcomes, understanding the broader context and assessing the risks, and demonstrating agility with managing competing priorities and resources.
  • Change Management and Communications - demonstrates effective sequencing of work, aligning the timing of activities and exchanging of information that is crucial to project success.
  • Collaboration - developing strong collaborative stakeholder relationships and being able to negotiate effectively to achieve key outcomes.
  • Innovative - identifying and implementing innovative solutions to complex operational, technological, policy and/or legal issues through engagement in the team and with the broader Branch and external stakeholders.
  • Change and communications experience - previous contribution to successful communications and stakeholder management plans and involvement in the delivery of high profile change initiatives. (Desirable)
  • Management experience - demonstrated ability to manage staff and operate effectively in an environment of ongoing change and uncertainty. (Desirable)
