The Role

We have partnered with the Water & Waste Directorate of the City of Gold Coast to recruit a Commercial Manager on a permanent basis. Water & Waste is a commercial business unit under the Local Government Act and is responsible for the provision of water supply, sewerage services, solid waste services, catchment management and energy management for the City of Gold Coast.

This newly created position will provide oversight and direction of numerous large and complex contracting and external service arrangements within a customer and safety focused utility environment. We are seeking a strategic professional that will effectively cultivate and maintain relationships with existing strategic partnerships and to also identify new partnership opportunities. Immediate contract priorities for strategic review and renewal include Landfill Gas Collection and Generation, and Biosolids Collection and Reuse.

The Responsibilities

The Commercial Manager would have responsibility for a number of teams & functions

  • Manage the delivery of the contracted works and services, through both the mobilisation period and the ongoing term of the contractual arrangement for the Program.
  • Provide commercial oversight, strategic advice and deliver commercial services to the Program Director and the Program leadership/governance teams.
  • Manage the contracted cost planning and estimating, financial management and control, performance analysis and modelling process and strategy, including relevant procedures and processes.
  • Provide strategic advice for the Program including modelling and benchmarking contractual performance and establishing metrics to demonstrate value-for-money.
  • Provide contractual and commercial input to the development of the optimised annual Program, prepared both at a program and work package basis to inform optimised delivery to achieve ongoing value for money and operational business efficiencies.
  • Integrate information and insight from variance reports, broader trends and issues to provide commercial and strategic advice to support the annual Program and long-term planning and decision making.
  • Manage the collection of relevant contract performance data or information pertinent to the directorate's internal and external reporting requirements and integrate information and insight from variance reports, broader trends and issues to provide commercial and strategic advice to support the Annual Works Program and long-term planning and decision making.
  • Undertake financial, economic and commercial analysis to identify business risk and provide viable solutions to mitigate potential future impacts on the business

Experience

  • Extensive experience in relationship contracting in a commercial or utility environment.
  • Experience in working within joint ventures, relationship or collaborative arrangements is critical.
  • Strong business acumen with operational, logistics, systems, financial and/or legal skills.
  • An ability to collaborate internally (with Legal Services and Contracts & Procurement) and externally with diverse stakeholders is essential.
  • Ability to innovate and think strategically but appreciate operational details and utilise data analytics for commercial insights is a must.
