Our State Government client is seeking to engage a Civil Engineer on a contract for 6 months.

About the Role:

The primary roles of this position is to apply technical expertise and contract management and surveillance skills to the operation and maintenance of the stormwater network. The role requires technical skill and experience in the water industry, suitable for a hydraulic or civil engineer or a person with extensive experience in the field. The role will also require program development and delivery skills as well as contract management and administration experience.

As a senior leader, this role requires a person who can inspire, energise and positively influence team and individual outcomes within a compliance mind-set. The role is responsible for supervising, managing and motivating a team and providing appropriate support and guidance. Effective employee engagement skills are a key enabler in the performance of this role as is a values based leadership style sought.

  • Provide technical ledership for stormwater related inquires, including review and acceptance of design and operational handover submissions and input to construction specifications and design standards.
  • Undertake procurements, manage contracts, coordinate and administer stormwater maintenance projects with particular focus on ensuring compliant procurements and contract management, value-for-money annual budget expenditure and meeting key performance indicators.
  • Review work-as-executed drawings; record maintenance history; use the asset management system; develop annual program to review stormwater asset condition and prepare asset condition reports; identify capital works projects; development asset renewal proposals.
  • Responsible for optimising operational requirements, leading stakeholder engagement including Government directorates and local authorities as necessary.
  • Review issues, inspect sites and prepare ministerial briefs and advice to assist senior management in the development and improvement of stormwater related policy.
  • Liaise and negotiate scope of works, programming and costs including preparation of scope and estimates for tenders/evaluations, negotiate and/or recommend variations to projects within the program of works as required.
  • Effective contract management processes to adhere to the department's Contract Management framework including reporting on contract performance; managing, administering and monitoring contracts.
  • This position involves direct supervision of staff and requires managing/overseeing the allocation of work; team performance; and day-to-day operations.

  • Qualifications and/or experience as stormwater/civil engineer or extensive demonstratable industry experience.
  • Demonstrated project and contract mangement skills; ability to set clearly defined objectives, plan projects manage time effectively, identify and organise required resources, monitor performance against deadlines, milestones and agreed standards while focusing on customer satisfaction.
  • Demonstrated ability to make judgements based on specialist expertise and analysis, producing workable solutions to a range of problems and ability to write clearly, succinctly and in a well-structured manner.
  • Demonstrated ability to establish good relationships with customers and staff, manage conflict and gain agreement and commitment from others by persuading, convincing and negotiating evidence based positions.
  • Demonstrated ability to lead by providing clear direction, taking responsibility, displaying initiative, working independently, motivating and empowering others.
