Our Federal Government client is seeking to engage an APS6 Change Manager on a contract until November 2020, with potential extensions of 3 months.

Position Overview

The Procurement and Records Management Branch is a customer service branch operating in a devolved procurement environment, assisting business areas across to achieve their procurement, contract management, and records management outcomes.

A work program has been undertaken, recommendations arising have been agreed, and now need to be implemented by 14 October 2020. The recommendations address the following objectives which should be read in the context of procurement and contract management.

  • Clarify and implement the strategic and operational governance processes
  • Design and implement efficient and effective customer-focused business processes and tools
  • Provide a people capability framework to support this work
  • Provide a quality assurance framework.

The deliverables of the overall program have been grouped into four work streams (above).

The change manager will collaborate with other parties to deliver the People Capability work stream, while making a significant contribution to the implementation of changes in workplace practices and business improvement.

Duties & Responsibilities:

  • Develop a procurement and contract management-specific capability model to support the business requirements of the client.
  • Assist with the establishment of an Education and Communication cell to support both customers and procurement staff.
  • Assist with the development of a pathway for the Branch to become a centre of excellence for procurement and contract management in the Commonwealth by December 2023.
  • Provide a work breakdown structure for work required past 14 October 2020.

The person would be expected to demonstrate contemporary knowledge of:

  • people-centred change management models and principles
  • relevant business systems and tools
  • broad frameworks, legislation, policies, procedures relevant to the work area
  • the Agency's privacy, ethics, workplace health and safety and security protocols.

The person would be expected to demonstrate the following skills and attributes:

  • ensure positive outcomes of a change management program
  • work independently under broad direction while delivering a change management program
  • act collaboratively to develop and maintain productive working relationships with a variety of stakeholders
  • ability to form views, provide advice and make effective decisions professional judgement
  • apply strong written communication skills to plan, prepare and develop documentation
  • membership of appropriate professional body eg Change Management Institute, Australian HR Institute.

Mandatory Requirements:

The successful candidate will be required to have a Baseline clearance.
