Our Federal Government client is seeking to engage an APS6 Business Analyst on a contract until 30/06/2021 with potential extension 2x12 months.

About the Role:

The Service Design Permissions Capability (SDPC) - Enabling section as the business owner is responsible for the ongoing development, management and support of the base platform enabling all Permissions services. As the program is progressing, SDPC requires experienced Business Analysts (three) to assist to further develop the program.

The role will include:

  • Applying specialist skills to assist in the development of key projects within the section.
  • Initiating, defining, documenting and delivering business analyst artefacts, as well as being responsible and accountable for managing key stakeholder relationships, project quality, change control and risk management processes.
  • Confirming acceptance criteria as part of the Digital Passenger Declaration program against the ongoing Enabling requirements.
  • Development of component criteria
  • Developing the enduring base platform to support the Enabling capability

Duties & Responsibilities:

Duties for the Business Analyst include but not limited to:

  • Strong communication and facilitation skills with a proven ability to liaise effectively with a diverse stakeholder groups to ensure delivery of a quality fit-for-purpose product.
  • Ownership of BA responsibilities and tasks including key artefacts.
  • Gathering requirements and functional specifications from a variety of stakeholders at all levels.
  • Prepare, perform and coordinate elicitation of requirements including brainstorming, workshops, prototyping, observation or interviews, and confirm or report on results.
  • Analysing business impacts, client management processes and procedures, validating solutions.
  • Mentoring team members to develop in-house BA skills.
  • Building effective relationships with diverse stakeholders including business areas, ICT, project managers, change managers to improve processes.
  • Planning and executing the transition of operational areas to the new arrangements based on business impact analysis and 'As Is - To Be' modelling.
  • Identify business analyst deliverables, scope of work for relevant activities, resource allocation and effort estimates.
  • Collaborate with others to clearly define and clarify business needs to create an action plan, solution report or business case for consideration.
  • Gather and analyse core requirements and concerns in order to meet needs and the Department's business objectives.
  • Assess the current state of the business to identify and recommend improvements for consideration by the senior users and provide strong analysis, verification and validation on the recommended improvements.
  • Conduct stakeholder analysis to increase engagement with a range of key stakeholders to effectively understand cross business functions.
  • Facilitate and lead communication across business units with a range of key stakeholders and represent the agency both internally and externally.
  • Prepare, review and contribute to clear business and stakeholder requirement documentation including prioritising, organising and verifying the requirements.
  • Support & perform User Acceptance Testing to ensure that deliverables accurately reflect the requirements.
  • Support Change Manager in the development of change artefacts to enable the successful implementation of requirements.
  • Support the project team to produce Departmental specific artefacts as required.

Skills & Experience:

  • Preferred education requirements for this role include qualifications in business analysis (BABOK, IIBA ECBA/CCBA/CBAP certifications), as well as 3+ years' practical application of business analysis skills working in medium to large work environments.

Mandatory Requirements:

  • The successful candidate will be required to have a Baseline security clearance.
  • Specified personnel that require access to the Departments' premises / system networks, or for specified projects is required to obtain and maintain an Employment Suitability Clearance.
