Our Federal Government client is seeking to engage an EL1 Assistant Program Manager on a contract for 24 months with potential extension of 2*12 months.

Scope of Task:

  • The Commonwealth requires the services of an Assistant Program Manager to supplement the Contractor workforce within the Land Network Integration Centre (LNIC). This proposal seeks to engage a Project Management Advanced Practitioner to assist the LNIC with the development and execution of its forward work planning, internal project management and external engagement. The position will support senior LNIC management with realising annual programs of work, annual budget and phasing, vendor and project engagement, and business support.
  • As the LNIC is a highly technical, specialist organisation, the Contractor should have a strong background in both communications engineering and systems engineering. This will enable them to be effective in supporting the translation of technical concepts into defined work packages, capable of execution both internal to LNIC and various technical and non-technical external organisations.
  • As a technically orientated Project Manager Advanced Practitioner, the Contractor will be required to participate in, or lead, a small team for planning work packages, projects and systems. This is inclusive of post introduction-into-service analysis to support reporting and realisation of the fundamental inputs to capability. The Contractor would also be expected to remain current with technology concepts being trialled.
  • It is expected that the majority of services delivered under this contract will be at the LNIC facility in Symonston, ACT. Some interstate travel may be required to support capability development, acquisition and sustainment activities.
  • A three (3) month period of probation is imposed as a condition of employment for all new contractors.

Skills & Experience:

It is desirable the Key Person has the following:

  • Qualifications, and practical experience in Project or Program Management, and Systems Engineering.
  • Experience with network integration at the tactical and operational levels within the ADF, including interfaces to strategic network boundaries.
  • Detailed understanding of staff cell processes within Army operational and tactical level headquarters.
  • The successful candidate and their company must be prepared and able to satisfy the requirements of the International Traffic in Arms Regulations (ITAR), as the LNIC frequently works with technologies and systems that require controlled access.


The Contractor engaged under this RFQTS will be engaged on a time and materials basis of payment. Notwithstanding, the following tasks and required skills to achieve them for the duration of this engagement are:

  • Assist in the creation and maintenance of the LNIC Program of Work, deriving tasking from Army chain of command through forums such as the Army Digitisation Board and Land Network Control Board. This includes support to the development of clearly defined scope, deliverables, resource allocation and schedules for internal projects.
  • Create and coordinate project work plans, based on the Program of Work, revising as appropriate to meet the changing priorities and capacity of the LNIC.
  • Support the management of the Land Integration Framework - Digital (LIF-D) and external engagements across the Land Projects within the Integrated Investment Program (IIP).
  • Identify resources and assign individual responsibilities to meet work needs, ensuring the application of Systems Engineering methodologies.
  • Support the conduct of simple and complex procurement activities within the Commonwealth Procurement Rules.
  • Maintain an understanding of Army's tactical and strategic network design and gateway interfaces, in order to align internal project scoping and inform external stakeholders.
  • Assist in the development of LNIC Project Management processes in consultation with the Deputy Director Land Network Integration (Staff Officer Grade 1).
  • Assist in the planning and execution of LNIC's support to Land, Joint and Coalition activities such as the Joint Warfighting Series and Joint Warfighting Activities.
  • Provide other services as tasked by the LNIC Military Executive Group.

Evaluation Criteria:

  • Quotations will be evaluated against the following criteria:
  • Panel Member's proposed approach to the delivery of the Services.
  • Panel Member's knowledge of the critical requirements of the Services to be provided.
  • Panel Member's previous or similar experience.
  • The experience and qualifications of the Key Person to be used by the Panel Member for the provision of the Services.
  • Panel Member's costing estimates and pricing structure.
  • Completeness of response and attention to detail.

Mandatory Requirements:

  • The successful candidate will be required to have a NV1 security clearance.
