Our Federal Government client is seeking to engage an APS6 External Budgets Officer on a Ongoing (S26)/Non-ongoing contract, for up to 12 months
Position Overview
Duties & Responsibilities:
External Budgets Officer responsibilities include:
- development and provision of both strategic and technical advice, products and artefacts on complex and sensitive matters including the Budget Process Operational Rules, Australian Government Resource Management Framework, Ministerial submissions, briefs and responses to Ministerial correspondence
- facilitating the development, costing and negotiation of funding for proposals, including reviewing, analysing and providing advice and support to business areas on the development of new policy proposals, costings and detailed costing justifications
- identifying and advising on alternative funding and delivery mechanisms for policies within Commonwealth policy and legislative frameworks, including identifying linkages across department and Government priorities
- coordinating and supporting the management of the portfolio’s budget estimates, including analysing, reviewing and managing program financial estimates and costing models to support the preparing the department’s own forward estimates, as well as maintaining timely and accurate estimates in Budget systems (CBMS-R and TM1)
- contributing to the preparation of Budget publications including the Portfolio Budget Statements and Additional Estimates Statements, and input into Budget Papers such as the Regional Ministerial Budget Statement and Women’s Statement input into the development and/or coordination of Ministerial briefing packages and drafting correspondence and submissions relating to the Budget process (e.g. Portfolio Budget Submission(s) etc.)
- assistance in responding to ad hoc queries and briefing requests from the Ministers’ Offices and central agencies
- building and maintaining strong relationships with internal stakeholders, portfolio entities and key Commonwealth agencies
Capabilities:
Skills and personal qualities required for this role include:
- Strong initiative to contribute to the team and work collaboratively, including with a variety of stakeholders
- Ability to adapt and work flexibly to respond to and achieve results and deliver outcomes within short timeframes
- Strong analytical and problem solving skills, including the ability to research and investigate issues to develop advice, with sound judgement and discretion, and a consideration and awareness of strategic and wider issues
- Sound verbal and written communication skills
- Ability to manage competing priorities and supervise, manage and develop junior staff, and to work within a team or individually (as appropriate).
- The successful candidate is required to have financial experience and an understanding of the Australian Government frameworks, including Federal Budget and Cabinet Processes.
Mandatory Requirements:
- The successful candidate is required to hold Baseline security clearance.
